This is a high-profile role that involves working with internal teams, external consultants, and public stakeholders to deliver capital projects on time, on budget, and to high standards.
What You'll Be Doing
Lead and manage a wide range of capital projects from start to finish.
Oversee project delivery to ensure time, cost, and quality targets are met.
Work with council services to align projects with strategic goals.
Manage multi-disciplinary teams and consultants to achieve results.
Develop business cases, procure services, and lead contract negotiations.
Monitor project risks, finances, and compliance with governance procedures.
Ensure projects contribute to sustainability and carbon reduction goals.
Collaborate with partners such as the GLA to access external funding.
Keep property data systems up to date after project completion.

Qualifications and Experience
Essential:
Relevant degree and/or postgraduate qualification (or equivalent senior-level experience in Capital Programmes).
Professionally qualified in a relevant building or construction discipline (e.g. MRICS or MCIOB).
Recognised Project Management qualification (e.g. PRINCE2, APM).
Significant experience managing capital projects from inception to completion, delivering on time, within budget, and to specification.
Strong track record of working in partnership with a variety of stakeholders to deliver complex capital projects.
Demonstrated use of financial appraisal tools and project management software for capital programme delivery.
Experience in leading and managing multi-disciplinary teams to deliver collaborative outcomes.
Proven ability to manage project and service budgets in line with public sector standards, ensuring value for money.
Strong leadership skills and ability to manage competing priorities in a fast-paced environment.
Proven capability in presenting reports and project updates to senior management.
Clear understanding of current legislation, policy and best practice in capital project delivery at both local and national levels.
Experience working with professional consultants, contractors and third-party delivery partners.
Experience of large-scale, multi-disciplinary project management with a solution-focused approach to challenges.
Knowledge of public sector procurement procedures and best value methodologies.
Ability to champion sustainability and energy efficiency initiatives across capital projects.
Excellent communication skills, with the ability to explain technical and project information to diverse audiences.
Skilled in negotiating and achieving value for money across contracts and services.
Effective relationship builder, able to work confidently with elected members, senior officers, and external stakeholders.
Ability to analyse complex data from multiple sources and present conclusions clearly.
Numerate, with strong budget management skills aligned to council financial standards.
Capable of working independently and collaboratively as part of a team.
Strong interpersonal and influencing skills; able to negotiate, motivate, and build trust.
Excellent time management and organisational skills; able to meet deadlines under pressure.
Creative problem-solver with a proactive, innovative mindset.
Confident using business and project software (e.g. Microsoft 365 or Google Workspace); experience with asset management systems.
Desirable:
NEBOSH Certificate or Diploma (General or Construction).
Experience applying performance management techniques and developing team objectives.
Knowledge of relevant health and safety legislation and codes of practice.
