Job Description


Butler Rose is working with one of the leading Housing Associations in search for a Category Manager (Procurement) to join their growing Procurement team on a 12 month contract with strong possibility of contract to perm. This position will be based out of their Blackburn office and will be under the hybrid model. The role will pay hourly and is flexible for the right fit.

Client has a flexible working policy - happy for someone to pick/drop off kids - Can do flexible hours. This role offer hybrid working, with the need to be in the office only when required (meetings/training etc).

Responsibilities -

  • To provide a professional, customer-focused service for the procurement of goods, services and works for Housing Group , within a category management framework in order to ensure governance, compliance and value for money .
  • Manage supplier and stakeholder relationship and ensure that service delivery is achieved, budgets are met, risks are mitigated, and delivery of supply ensured
  • Control and manage third party spend associated with the category and ensure a planned, proactive approach is maintained to improve procurement activity within the category of spend.
  • Provide support to the Head of Procurement with reviewing the Procurement and Value for money strategies and related policies and guidelines.
  • Provide procurement guidance and deliver training both internally and externally where required .
  • Daily decisions relating to the delivery of services in the defined category and within established policies and procedures .Ensuring that all internal and external governance is complied with
  • Responsible for the safe usage of any materials and equipment in compliance with Health and Safety Legislation.
  • Responsible for all IT systems and related assets.
  • Access to computer information and confidential material etc, therefore responsible for the security and management of it under the provisions of the Data Protection Act.
Requirements -
  • Experience in Public Sector Procurement, a passion for social value and quality being an intrinsic part of procurement as well as the confidence to think strategically and work hand in hand with service managers on projects and requirements.
  • Excellent working knowledge in the management of tenders and contracts.
  • Ability to recognise VFM across the business areas and promote continuous improvement
  • Knowledge of contract management systems and financial systems
  • To have a working knowledge of Microsoft Office applications, specifically Word, Excel, Outlook
  • Qualification in finance/procurement
  • Relevant Management qualification.
  • Evidence of Continuous Professional Development
