Homes England is the government's Housing and Regeneration Agency, working with public and private partners to create high-quality homes and thriving places for everyone. The new government has put housing, regeneration, and local growth at the heart of its long-term plan: delivering 1.5 million homes this Parliament, including the largest affordable housing programme in a generation. Achieving this requires strong local democratic support and a commitment to social equity. To meet these ambitions, Homes England is launching a National Housing Bank, combining its powers, partnerships, land, funding, and expertise to drive delivery.
About the Role:
The CFO is responsible for the overall financial health and strategic financial planning of the Agency, including
3bn programme spend and
20bn assets on the group balance sheet. The CFO will work collaboratively with the Chief Risk Officer to manage the group control environment, and with the Chief Investment Officer to ensure that the overall investment strategy delivers the returns expected by The Treasury in establishing the National Housing Bank.
The Individual
The successful candidate will need to evidence capability in the following areas:

  • In-depth professional knowledge, with a substantial track record of success in a senior finance leadership role in a complex, public sector organisation. This should include experience interpreting financial information to help shape and influence organisational strategy.
  • Deep understanding of the fiduciary duties required for managing public resources.
  • A track record of successfully leading finance functions within a complex, fast-paced and ambiguous environment.
  • Qualifications/Professional Membership (essential): ACA, CIMA, CIPFA or equivalent.
