We have an excellent opportunity for a Chief Financial Officer (CFO) to join Police Digital Service. Accountable to the Director of Operations, the role holder will be responsible for all aspects of financial strategy, delivery and planning for PDS.


This is a strategic role, working with executive team, to lead and support the evolution of PDS, ensuring delivery against our strategic goals, through the effective and efficient management of financial resources.


We are looking for someone who can demonstrate strong leadership and professional skills as a member of the Senior Leadership Team. The role holder must be able to think strategically, communicate effectively, and work collaboratively with a sound appreciation of the collective challenges and priorities that we and our key stakeholders face.

Key Responsibilities



Provide an effective and professional financial service to PDS and its Committees, and to provide sound financial stewardship and effective financial management of PDS's resources to support PDS deliver its vision and strategic ambitions. To support the organisation deliver its corporate and strategic objectives by leading a team of multi skilled professionals across the Finance Function. Ensure adherence to the Financial Regulations, maintaining adequate and effective financial management arrangements, ensuring that sound internal systems are maintained, keep adequate financial record, and ensure that financial control systems are observed. To be responsible for the development, implementation and effective operation of the Finance function, reviewing effectiveness and auditing processes regularly to ensure it continues to meet the needs of the wider business. Prepare annual accounts in accordance with the Regulations for submission to the appointed external auditor and for consideration and approval by the Audit and Risk Committee. The post holder will develop short, medium and long term financial planning for PDS. Prepare, maintain and monitor accounting policies, procedures, and standards, and provide advice and guidance to colleagues across PDS. Horizon scan the national policy and political developments and opportunities that impact on the external strategic landscape in which PDS operates and ensure that the Board and senior teams are aware of the impact from a financial perspective. What you need to succeed in the role



Qualified Accountant, with evidence of on-going continuous professional development in line with the standards set by the International Federation of Accountants (IFAC) Be a member of an accountancy body recognised by IFAC, qualified through examination Significant experience of financial management in public services, or a setting subject to comparable governance requirements. Extensive experience working in a senior leadership role, inputting into corporate strategy and helping to solve organisation-wide problems, capable of providing clear, balanced advice. Excellent communicator with a natural ability to able to engage, enthuse and build strong, influential relationships with diverse stakeholder networks to support a shared vision and values. Ability to serve as an internal business partner providing advice and guidance to a variety of staff on financial issues. Strong organisation and time management skills with the ability to work under pressure, being self-motivated, including in a fast paced environment able to use own initiative under minimal supervision.
