An exciting Opportunity has arisen to employ an Electrical Services Clerk of Works. This post will form part of the M&E Capital Projects team, within Property Services' Energy and Engineering team.



The role will allow Individuals to carry out Quality Control inspections for multi-disciplinary activities and projects within Perth and Kinross Council's Property Estate.


This will include replacement of, or new, electrical services such as lighting systems, small power, fire alarm systems, LV distribution systems, security and access systems and other specialist systems for Electrical Services Installations in a building services environment.



In the role you will be involved in new build projects and the refurbishment of existing properties such as schools, libraries, leisure centres, Council houses and all other public buildings.



The Clerk of Works will play a vital role to ensure that a consistently high standard of supervision, safety and quality control is maintained for each contract, by conducting site visits, producing regular site reports and assessing contract implementation with due regard to building and health and safety legislation and, if necessary, to instruct contractors to cease operations.



Other key aspects of the Clerk of Works roles include;



To interpret by checking that the contractor fully understands instructions given verbally and on drawings and acting to remove any ambiguity.



To anticipate construction, specification or site management problems in advance to prevent these materialising on site and if so to overcome them quickly.



To monitor workmanship and ensure quality standards are maintained to the highest level in respect of the Council's property aspirations and obligations.



To assist the CDM-Principal Designer in ensuring the Council's duties under the current edition of the Construction Design Management (CDM) Regulations are compliant.



To regularly report to and converse with the Lead Technical advisor and/or Contract Administrator via means of on site attendance and written site reports documenting ongoing installations and, to immediately identify issues of concern and contribute to the effective and satisfactory conclusion of these via the on site team.



To maintain efficient and accurate records of events and actions by both contractor and architect in case called upon to verify efficient management of site activities and/or instructions.



To contribute to the advancement of efficiencies in the way the Council constructs and maintains its properties with the objective of improving service delivery and ensuring the effective and efficient use of resources.



Staff within Property Services currently work hybrid patterns with a mixture of home and office working based in Pullar House, Perth.

Skills & Experience Required

We are looking for individuals who have experience of inspection, surveying and design relating to the Electrical Engineering discipline within a Building Services Environment.



To undertake the role, we require candidates to have excellent planning and organisational skills along with the ability to complete and implement surveys, reports and project reviews within target deadlines.



Must be capable of developing innovative solutions and demonstrate knowledge of existing low/zero carbon technologies and an awareness of current government and PKC initiatives to promote the implementation of such technology in line with present/future industry and regulatory standards.



An outgoing, confident and professional attitude is essential along with the willingness to provide technical support to other areas of the business and external clients as required.



Other essential requirements for the role are for individuals to demonstrate excellent communication skills; both orally and written, and to be able to establish good working relationships within the council and with on-site design and construction teams. We are also looking for individuals to be highly self-motivated, intuitive and confident.



It would be advantageous for individuals to be conversant in the use of technology such as tablets and smart phones as these are provided to assist with undertaking your duties expected as part of the the role which will include report writing, drawing reviews etc that can be carried out remotely using such devices.



Across both internal PKC and external design/construction teams you will be working collaboratively as part of a multidisciplinary team of Architects and other Engineering staff and must demonstrate the ability to engage effectively with a wide and diverse audience including Technical and non-technical staff.



Design team experience on a range of construction projects would be advantageous as the roles will involve being part of a project design team across all stages from design through to post handover.



You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
