Job Description

The post holder will support the Clinical Systems Manager in the implementation, documentation, maintenance, management and promotion of a range of clinical systems, ensuring a pro-active management approach based on monitoring errors and system status.



The post holder will be responsible for managing the Specialist Clinical Systems Support Team designated to the post.



They will work to agreed objectives autonomously, providing professional support, training and guidance to other IM&T professionals across the IM&T Department relating to own clinical systems specialism.



The post holder will work closely with all aspects of the Digital Clinical teams to provide support to other Clinical Systems Managers and Clinical Team members as and when required.



The post holder's major job responsibility is to ensure the continuous operation of a number of critical clinical computerised systems. This includes being part of the team works that closely with the Clinical Systems Manager to ensure that the basic specifications are robust and appropriate resilience is in-built during system design as well as by continues monitoring of key performance indicators and review.



The successful candidate will be part of CTMUB Digital Systems team working in a very busy department.



Ensuring that our end users, new and existing digital systems, and the associated hardware, are adequately supported. Main responsibilities are dealing with more technical and complex duties also supporting non systems. You will work closely with a number of teams within Digital and services providing patient care.

The post holder will :

Support the Clinical Systems Manager in the promotion, implementation, documentation, maintenance and management of clinical systems, ensuring a pro-active management approach based on monitoring errors and system status.



Assist and work with the Clinical Systems Managers with regards to the Clinical systems supported both internally and externally. Contribute to the operational and strategic discussion at local and National level.



Provide day to day management of the Specialist Clinical Systems Support Team staff providing direction, advice and support as necessary. Provide appropriate training to the Support Team, and ensure that the training needs of the organisation, relating to supported systems are fully met.



Ensure that data quality and system integrity is met and maintained by developing a planned programme of continuous training. Produce regular reports and develop and deliver ad-hoc reports as requested by the Clinical Systems Manager. This will involve advanced keyboard skills, interrogating more than one system to obtain the necessary information, checking for accuracy and providing advice on both content and data manipulation.



Require advanced keyboard skills for set-up of new systems as well as inputting and manipulating data into databases and systems. The clinical consequences of inaccurate data entry can be wide reaching and is critical to patient safety.



Communicate very detailed, complex information relating to queries, errors, issues and bugs in a clear manner to internal ICT Teams and external systems suppliers at all levels.



Provide technical advice for all areas appertaining to the Clinical Systems supported where there may be barriers to understanding to information being conveyed. Provide technical advice for all areas appertaining to the Clinical System within their field of expertise.



Be a source of technical support, including system and hardware configuration, where appropriate. Promote awareness of the sensitive and complex nature of the data that is being produced, whilst ensuring it is correct, accurate and fit for purpose.



Develop and deliver appropriate ad-hoc and ongoing training for both clinical and non-clinical staff who are users of the systems. Prepare training manuals and system documentation to be used by self and others when delivering training.



Prepare training manuals and system documentation, including SOPs and SSPs. Provide expert advice and guidance in the formulation and implementation of business continuity plans. Assist in the delivery of new systems and support and train users when appropriate to ensure maximum benefits are being achieved.



Create and maintain user accounts and system access rights, ensuring information is current and up-to-date. Supporting the other Clinical systems managers as and when required. Will be required to undertake analysis of requirements for new functionality which will include interaction between users and developers.



Will be expected to understand barriers to implementation, including user's requirements and suggest appropriate hardware/software to overcome these barriers.



Will be required to configure hardware and software for optimum efficiency and use. Where there are issues with the systems there will be a requirement to establish whether these are system or user issues and act appropriately.



Required to show initiative and to apply judgement to resolve day to day issues solving system and patient data related problems. To identify and critically evaluate areas which will benefit from investment, in line with strategy, and from increased efficiency and savings, in line with financial sustainability objectives.



Provide timely advice relating to the provision of any new technology within departments by maintaining a watching brief on new technology. Support and advise the Clinical Systems Managers in the appropriate configuration, specification, performance and reliability of UHB Clinical Systems.



Follow and champion ITIL processes in relation to the designated Clinical System, particularly CCR (configuration, change, and release management), availability management, and capacity management.



Assist patients during incidental contacts eg. whilst working in clinical or public areas. Contribute to the implementation of policies and procedures appertaining to the use of the Clinical Systems within their sphere of responsibility, as well as proposing changes to working practises, suggesting amendments to procedures and processes to make efficiency and quality gains whilst using these systems.



Contribute to providing support to both local and national strategy developments, and will be expected to engage with clinical and non clinical staff during this process.



Ensure that all equipment specified and supplied for use by others is safe and fit for purpose. Hold responsibility for a comprehensive range of expensive IT equipment used in the delivery of the supported clinical systems. This will include robust testing of new hardware and providing advice to procurement on the appropriateness of proposed new systems, and suggest alternatives.



Undertake any maintenance and development in accordance with the Health Board's IMT strategy and work plan. Be required to configure hardware and software for optimum efficiency and use.



Be expected to identify and test new technology that can be used to better deliver supported clinical systems eg. Tablets, mobile devices and Computers on Wheels as well as adapt the use of the systems, or propose software changes that will enable delivery through these devices. eg. Apps.



Undertake detailed analysis and provide advice to enable improved performance of existing and new systems as well as test new equipment in a live environment.



The Clinical Systems Team will also be expected to carry out the installation, repair, and maintenance of physical assets such as PCs, printers, thin-client devices, and wall-mounted terminals, specifically for the clinical systems supported. This will be in a pro-active and reactionary mode, and may be under pressure where critical clinical systems are deemed essential.
