On behalf of FCDO, we are looking for a Commercial Data Analyst (Market Analysis, Aggregation & Sourcing Opportunities) - Inside IR35 for a 12 month contract based Hybrid working (3 days per week in London office and remaining WFH)

Purpose of the Role



To support strategic procurement planning by utilising global spend data to identify opportunities for contract aggregation, assessing market maturity and opportunities within and across regions. The role will deliver actionable insights to inform procurement strategies and prioritisation of countries and posts for implementation.



The main duties and responsibilities of the Commercial Data Analyst (Market Analysis, Aggregation & Sourcing Opportunities) would be:



Data Analysis & Structuring

Review and understand large datasets related to organisational spend. Categorise spend by type, region, country, and post within country. Develop structured outputs and visualisations to support analysis.

Spend Aggregation & Market Maturity Assessment

Identify opportunities to aggregate similar types of spend. Assess market maturity for supplier consolidation by region and country. Identify top 3 countries per region with clear aggregation opportunities and market capability reasoning. Map remaining countries with slower delivery timelines and aggregation potential.

Risk Identification

Conduct high-level risk assessments for each country in relation to procurement aggregation. Highlight key risks that may impact delivery timelines or supplier engagement.

Strategic Support

Collaborate with procurement and commercial teams to align analysis with strategic goals. Support workshops and stakeholder engagement with data insights. Prepare reports and presentations for internal and external stakeholders.

Deliverables

By 31 January 2026:

Preliminary report with categorised spend data and initial aggregation opportunities. Draft list of top 3 countries per region with market maturity rationale. Initial risk mapping by country.

By 28 February 2026:

Finalised spend aggregation report with structured data outputs. Full market maturity assessment by region and country. Prioritised list of countries/posts for procurement strategy implementation. Risk matrix and mitigation recommendations. Presentation-ready materials for stakeholder engagement.

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

Essential:

Proven experience in data analysis, ideally within procurement or commercial operations. Previous procurement experience Strong proficiency in Excel, Power BI, or other data visualisation tools. Familiarity with global supplier markets and procurement categories. Ability to interpret complex data and present actionable insights. Experience in risk assessment and strategic planning. Excellent communication and stakeholder engagement skills.
