Harrow Estates are aHarrow Estates are a division of Barratt Redrow undertaking a Master Developer role for the wider business. We acquire large sites unconditionally, via Options and Promotion Agreements, obtain Planning Consents and deliver Infrastructure to provide serviced parcels to the wider business.
The Commercial Manager within Harrow Estates is responsible for the Valuation and Payment Process, Project Cost Management, provides input to the Land Appraisal Process as well as ensuring that all Group Commercial Policies and Procedures are adhered to,
The post holder provides overall commercial advice to the Divisional Board and assists the Managing/Divisional Director in the preparation of Budgets and Strategic Plans.
Key Responsibilities:
Management of the Business
The post holder actively participates as part of the company's management team in the general running of the company, achieving the company's targets; and seeking to positively influence the progression and growth of the company.
Management of the Department Responsible for effectively managing the company's Commercial function to ensure best practices are followed, costs are controlled, the Department maximises revenue generation and contribution to the company's operating profit and increases the value added to the company.
Land Acquisition
Provision of cost information and Commercial Report for inclusion in Land Appraisal
Co-ordinate external consultants in preparation of detailed cost-plans where necessary
Proceurement In conjunction with the Technical Department, prepare tender documentation and appropriate draft contract for tender.
Agree the tender list and ensure that all tenderers have a current Credit Check
Participate in Tender Interviews, compile Tender Reports with recommendation for Approval by Technical and Managing/Divisional Director
Prepare Letter of Intent and Contracts for signature on Contract Award
Ensure all Health and Safety procedures are followed
Attend monthly site valuation meetings with the Contractor and issue Payment Certificate.
Co-ordinate responses to any Early warning Notices and Compensation events.
Process invoices for payment by accounts.
Maintain a record of contractor insurances and their expiry dates
Cost Control On a quarterly basis, reconcile and review site spend provided by Accounts against budget.
Convene Quarterly Project Cost Review meetings to review cost spend and budget requirements
Produce Minutes of the Project cost Review Meeting with the agreed changes to all attendees
Consultant Appointments Ensure Consultants are appointed in accordance with the Policy and Procedures on approved terms with appropriate Professional Indemnity
Ensure a log is maintained of Consultant Professional Indemnity for the term of the appointment duration and thereafter.
Company Budget Produce up to date site Budgets in liaison with the wider team using Project Cost Review information and programme information for issue to Accounts and the Managing/Divisional Director on a regular (no more than quarterly) basis.
Prepare papers for inclusion in Company Board Pack, present current issues at Board Meetings and be involved I discussing and influencing all aspects of the business
Attend sites regularly and as necessary to provide assistance and support to the Technical Department with Contractor Management , Valuations and on Contractual issues.
Co-ordinate responses and provide information as required for the Business Performance review on an annual basis.
These are illustrative duties and the post holder will be expected to become involved in a range of work to enable the department to respond effectively to the requirements of the Company.
What you'll need?
Key skills and requirements:
Full driving licence and the ability to attend site visits nationwide as required
Experience and/or qualifications for Commercial Management with a housebuilding and/or civil engineering background as an advantage
Experience in Contractor dispute resolution
Knowledge and understanding of NEC Form of Contract and other relevant forms of Contract would be an advantage
Experience using COINS would be an advantage
