The starting salary is 59,839, which includes allowances totalling 2,928.


The salary is broken down as 56,911 basic salary, which will increase annually until you reach the top of the scale 69,342 Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

We are currently recruiting into a Commercial Manager level opportunity that will work in a team who are delivering commercial / procurement activities across a diverse range of goods and services.


The successful candidate will ideally bring a blend of the following: -

Managing and developing commercial / procurement solutions. Category Management experience, with the ability to work across a number of different goods / services spend areas. Excellent senior stakeholder relationship / business partnering skills, with the ability to continually enhance commercial engagement Public Sector or regulated environment experience is a desirable

Candidates must be eligible to live / work in the UK and be prepared to go through a security clearance process.

Background to the Role




The Metropolitan Police Service (MPS) Commercial Function are responsible for delivering end-to-end commercial lifecycle management and supporting the wider business in working with third parties. The MPS spends about 800 million each year on a diverse range of goods and services and we aim to procure them in the most cost effective and compliant way, while satisfying often urgent operational needs. We proactively manage thirty large complex and operationally critical outsourced service contracts, to ensure that we receive the quality services we are paying for and achieve value for money through the entire life of the contract.


As a member of the Commercial Services team, you will be directly supporting the MPS mission to make life safer for over 9 million Londoners. Role Description




This role is an integral part of Commercial Services.


In this role you will be expected to undertake Category Management including running Sourcing Events, and support Contract Management activity, contributing to delivering Commercial Excellence. You will develop relationships with MPS's key and strategic suppliers, driving value for money and risk management across the category.


You will play an essential part in leading parts of the overall commercial life cycle. You will own key aspects of Category Management, including strategy and policy development, understanding needs and sourcing options, and the procurement process itself.


The role is varied, and to carry out successful commercial activity, you will work to source and assist in the mobilization of contracts; advise on the management, delivery and performance of the contract; and assist with the contract transition and exit.

Key Responsibilities




What does the average day look like? Your core duties will include (but are not limited to):

Strategic delivery and management within a category:



Responsible for planning based on commercial approaches that deliver requirements that are in line with business needs, category strategies and market trends Feeding into the development of category strategies and delivery of sourcing requirements, as part of the team supporting business as usual and project activities Understanding demand by forecasting and planning requirements with internal stakeholders and suppliers Developing and maintaining category plans for key spend areas

Understands relevant sourcing options and analysis, and delivers positive outcomes through the procurement process:



Leading on end-to-end strategic sourcing activities for MPS Working with key stakeholders to develop a clear and agreed view of business requirements, and supporting business units in articulating their commercial requirements Advising and providing professional guidance throughout the sourcing process, considering and evaluating a range of sourcing options which meet the Procurement Act '23 Supporting the commercial input into business cases Provides a procurement service to the MPS which delivers demonstrable value for money and compliant goods and services contracts as part of a team of procurement professionals on larger procurement activities, including supporting stakeholders to drive productivity opportunities with existing supply base to deliver improved value through savings Responsible for negotiation with 3rd parties where necessary, and has knowledge and experience relating to commercial negotiation techniques Understanding and being accountable for sourcing compliance and frameworks

Supporting effective Commercial Contract Management within the category:



Assisting stakeholders when required to evaluate the performance of suppliers against the specification Developing and maintaining positive commercial relationships with the supply chain Advise on relevant commercial KPIs covering supplier performance, spend, contract compliance etc Ensure the control and delivery of all spend through compliant contracts and make available through catalogues (or as otherwise appropriate) online Help drive innovation in contracts to demonstrate continuous improvement. Continually analyse contracts in order to develop and drive value On an ongoing basis, track operation demand and patterns and introduce demand management mechanisms where applicable Work with, and support, commercial colleagues to ensure clarity, resilience and consistency across the team and wider commercial family Analysing and assessing supplier risk, understanding impact on contingency and business continuity, Tracking and owning risks relating to specific contracts, taking steps to mitigate commercial risks Seeking out and integrating with key suppliers, developing relationships at all levels to promote commercial strategies across MPS

Building and maintaining key relationships across the MPS and with external stakeholders:



Developing effective working relationships with supplier organisations to establish appropriate governance and relationship arrangements Provision of commercial advice to stakeholders Engaging, where required, with the relevant senior business lead, ensuring that business requirements are supported by category strategies Internal stakeholder will include MPS colleagues who are users and buyers of the goods and services within the category, and relevant business units; MPS colleagues within Corporate Services (e.g. Finance, Legal); and Police Staff and Police Officer colleagues External stakeholders will include MOPAC officers; Partner Agencies staff as required; and appropriate level supplier relationships

Candidates must submit a curriculum vitae evidencing how they meet the following essential criteria:



Excellent understanding of sourcing and procurement methodologies Experience of developing and implementing procurement strategies in collaboration with the business which deliver high quality commercial outcomes An understanding of contract law and contract management processes. Proficient in the composition and interpretation of complex agreements/contracts. Experience in developing effective supplier relationships and the ability to resolve issues in performance, working in partnership to deliver continuous improvement and innovation for all parties including complex performance management and incentivisation mechanisms. Ability to prioritise and manage a demanding workload whilst balancing both operationally urgent and important tasks to deliver to deadlines aligned with strong project management capabilities gained through practical professional experience, Experience working and effectively influencing stakeholders, projecting personal impact and credibility at all levels of the organisation and the external market, demonstrating an ability to influence, persuade and effectively communicate.

Note: You may in addition be required from time to time to undertake additional duties necessary to meet the needs of the Met; such duties to be commensurate with the responsibilities and grading of the post.

Desirable Criteria:



Experience of developing and implementing category strategies or sourcing within the property/FM sector, ideally within a regulated or public sector environment. CIPS qualification / IACCM certification (or working towards).
