On behalf of FCDO, we are looking for a Commercial Manager Inside IR35 for a 12 month contract based Hybrid working (2 days per week in London office and remaining WFH)

Purpose of the Role:



Reporting to the Senior Commercial Manager within the Overseas Estate Department ("OED"), the Commercial Manager will be responsible for regional commercial functions and contract management of Facilities Management ("FM") contracts across Europe and Aisa Pacific regions.



The main duties and responsibilities of the Commercial Manager would be:

Supporting the line manager to overseeing formal commercial governance of the FCDO Facilities Management contracts for over 40 FM Posts in both Europe and Asia Pacific regions. Managing the commercial relationship for regional FM contracts, taking day to day responsibility for the ownership & accountability of FM contracts with regards to scope, pricing, procurement rules, and processes. Implementing and monitoring contract change control procedures, tracking changes, advising on contract variations, and updating contracts in line with changes in scope, volumes, and asset base. Leading commercial negotiations with FM service providers; analysing commercial proposals and developing structured impact analysis to justify value for money to the FCDO. Regularly monitoring and reviewing contracted commercial mechanisms and controls for the regional FM contracts and other contracts as required. Supporting the Global Finance Manager with financial forecast and accrual updates in accordance with the contract changes and financial impact, ensuring charges to other business units are properly captured. Collaborating with the Global Performance Manager to conduct monthly contract performance reviews and calculate management fees against the Balanced Scorecard performance mechanism. Leading commercial governance meetings to monitor commercial activities, review commercial risk appetite, provide professional commercial advice, and prepare reports for internal and external stakeholders. Conducting regular and ad hoc commercial audits of contractor pricing, financial control, processes, and mechanisms, including open-book reviews, index reviews, profit margins, and pricing thresholds. Developing and maintaining a centre of excellence for all contractual matters relating to the FM contracts; leading commercial management for the development and implementation of future FM platforms and re-procurement projects. Perform any tasks, projects, or responsibilities as directed by the line manager to support departmental and organizational objectives Adapt to changing priorities and assist with additional duties outside the primary role when required.

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.



Essential:



Proven experience in FM and Commercial management across Europe and Asia Pacific regions. Previous experience leading FM contract re-procurement, including mobilisation and transition process. Strong analytical skills and knowledge of FM contract management process and pricing mechanisms. Strong communication and supplier management skills. Excellent negotiation and influencing abilities, with solid financial literacy. Professional qualifications or equivalent in FM/Commercial/Contract Management related subjects, and membership of a relevant professional body. Able to work across different time zones and travel overseas as required
