We are looking for a Commercial Manager to join our Building Services team on-site at Royal London Hospital.


The Commercial Manager will support the Senior Commercial Manager in the management of all commercial and financial aspects of Hard FM service delivery on the St Bart's and Royal London Hospitals PFI project. This includes ensuring contractual compliance, optimising financial performance, and managing risks associated with the delivery of planned and reactive maintenance, statutory compliance, and lifecycle works.



You will act as a commercial lead for Skanska, liaising closely with operational teams, the SPV, the NHS Trust, and subcontractors to safeguard margins, improve performance, ensure compliance, and deliver best value throughout the contract term.

What you'll do:



Commercial & Contract Management



Lead the commercial management of the Hard FM services in full compliance with the PFI Project Agreement, FM Services Agreement, and all relevant subcontracts Interpret and manage contract terms, obligations, and liabilities, ensuring alignment between FM delivery and contractual requirements. Administer and value change and claims. Monitor and manage deductions, unavailability events, and performance failures to minimize commercial exposure. Support the management of disputes. Lead benchmarking/repricing activities as required by the contract. Maintain robust records and audit trails for all commercial activities.

Financial Management



Track monthly cost and revenue performance, analyse variances, and identify opportunities for cost savings, revenue generation, and efficiency. Manage the lifecycle budget and expenditure, ensuring planned works are accurately costed and delivered within agreed financial parameters. Review and approve subcontractor valuations, payments, and final accounts. Support the preparation of monthly commercial reports, contract reviews, and client submissions. Subcontract & Supply Chain Management Oversee the procurement and commercial management of key subcontractors and suppliers. Ensure appropriate commercial terms, performance obligations, and risk allocation in all subcontract agreements. Undertake regular cost and performance reviews with supply chain partners.

Risk & Governance



Identify and manage commercial and financial risks associated with service delivery, lifecycle, and contract change. Support internal and external audits, ensuring compliance with corporate governance and PFI reporting standards. Ensure all commercial processes comply with company policies, accounting standards, and client requirements.

Stakeholder Engagement



Act as a key commercial point of contact for the SPV and client representatives. Work collaboratively with operational, finance, and technical teams to deliver cohesive contract management. Support senior management with commercial insights, reporting, and strategic decision-making.

What you bring to the role:



Proven commercial experience in a Hard FM, Total FM, engineering, or PFI environment. Understanding of FM forms of contract, including semi-comprehensive reactive maintenance, payment mechanisms/KPIs, and lifecycle management. PFI experience is desirable but not essential. Ability to manage commercial performance of FM contracts in complex environments. Strong financial and analytical skills, with experience managing budgets and forecasts. Excellent communication, negotiation, and stakeholder management skills. Advanced Excel and financial reporting proficiency.
