Job Details



Provide professional and technical input into activities necessary for the effective management and maintenance of the Council's road related Bridges & Structures asset.


Plan and deliver design, procurement and supervision of a wide selection of works from routine maintenance to structure replacement projects including providing in-house design and managing external consultants.


Contribute to the delivery of the asset management duties as described under the Code of Practice, Well Managed Highway Infrastructure, including inspections, inventory data management, assessments of bridge capacity, management of sub-standard structures and development of strengthening and maintenance works programmes.


Manage the financial, health & safety and environmental aspects of projects.


Engage with community and statutory stakeholders in the planning and management of projects.


Provide technical expertise as required for internal and external clients and assist with technical review of third party projects.


Review new legislation, best practice and technical standards within the bridges & structures function and assist in the development of responses, strategies and policy reviews to meet new legislative and technical requirements.


Support the professional development of others within the team.

The Person



Educated to SCQF level 10, which includes an Honours Degree, in Civil or Structural Engineering or equivalent


Member of an appropriate professional body i.e. MICE/MCIHT/MIStructE


Registered as a Chartered Engineer (CEng) with the Engineering Council


Experience of preparing and managing project plans and programmes


Knowledge of civil engineering specifications, various conditions of contract and tendering procedures.


Detailed knowledge of civil engineering functions with a particular knowledge of management and maintenance of road structures.


Experience in the design of road structures replacement and/or strengthening schemes. Extensive analytical skills


Time management skills with the ability to prioritise tasks effectively, use own initiative, work without supervision and manage conflicting demands


Knowledge of Health and Safety and associated legislation, e.g. Construction (Design & Management) Regulations 2015


Ability to communicate effectively


Report writing skills


Ability to provide a regular and effective service and promote a positive culture in the workplace
