Job Description


A fantastic opportunity has arisen to join Sheffield Health and Social Care to provide clinical leadership as a Consultant Psychiatrist in the Learning Disability Team.

The Community Learning Disability Service currently works across two sites within the Trust, Firshill Rise and Grenoside Grange. The Service is multi-disciplinary, and works towards addressing and supporting the health, psychological, emotional and behaviour needs of adults with a learning disability who have complex physical and emotional health needs.

The Community Learning Disability Service currently consists of the Community Intensive Support Service and Community Learning Disability Team and works across Sheffield. The service aims to provide high quality care for service users and works with multiple services and agencies including primary care, mainstream mental health services, social care and voluntary, community organisations and social enterprises (VCSEs).

This is an exciting time for the service, as we are currently undergoing a number of changes as part of our transformation plans to improve our service for people with learning disabilities. We are looking for a Consultant Psychiatrist to be part of these changes, who want to make a difference and who would be interested in contributing to this ongoing service development.
Main duties of the job

The post holder will be expected to be a strong advocate for people with a Learning Disability and have an awareness of health inequalities that are faced by people with a Learning Disability.

The post holder is expected to hold Certificate of Completion of Training in General Adult Psychiatry (ST6 trainees should be within six months of attainment at the time of the interview) or CESR equivalent and be included on the Specialist Register or eligibility for inclusion.

The successful applicant for this post will be based across both Learning Disability Team sites, which are Firshill Rise and Grenoside in Sheffield. The postholder will have office accommodation, with IT support for e-mail, internet access and secretarial support.

Job description
Job responsibilities
  • Provide medical leadership across the Learning Disability service. This includes supervising and providing advice to other members of the multidisciplinary team regarding psychiatric, medication and other relevant clinical issues.
  • Attendance to and providing leadership during MDT meetings.
  • Attendance and participation in team governance and team development meetings.
  • Contribution to the CPA process (and its successor) for patient management, including regular liaison with care coordinators.
  • Provision of medical/psychiatric assessments to inform care planning and risk assessment, by regular clinic sessions and flexible use of clinical time.
  • Formulation and delivery of appropriate pharmacological interventions
  • Assessment and management of people subject to the Mental Health Act. There is a requirement for RC responsibility due to the expectation in this patient cohort that some patients may be discharged into the community e.g., Community Treatment Orders (CTO) Conditional Discharge. The post holder would be expected to be approved as a Responsible Clinician and will be expected to renew this approval according to agreed procedures. In the event of the post holder being pending approval to functions as a RC, existing consultants and S12 approved specialty doctors within the service would provide cover for MHA related work for that interim period.
  • Assessment and management of people subject to the Mental Capacity Act
  • Completion of administrative tasks related to clinical responsibilities

Person Specification
Knowledge & Skills
Essential
  • Ability to deliver care in collaboration with service users and their families/carers.
  • Effective leadership skills.
  • Ability to supervise junior medical staff.
  • Awareness of the funding arrangements in the NHS and recent NHS developments.
  • Ability to interpret published research and to apply research findings to clinical practice.
  • Understanding and experience of implementing the national Stopping Overmedication of People with Learning Disability and/or Autism (STOMP) and Transforming Care Agendas.
Desirable
  • Experience of involvement in service development and/or reconfiguration.
  • Practical experience of research.
  • Sympathetic to the Trust\'s mission.
Training & Qualifications
Essential
  • MBBS or equivalent medical qualification.
  • Fully registered with the GMC with a licence to practice.
  • Certificate of Completion of Training in Learning Disability Psychiatry (Higher trainees should be within six months of attainment at the time of the interview) or CESR equivalent.
  • Inclusion on the Specialist Register or eligibility for inclusion.
  • Section 12 (2) MHA 1983 approved.
  • Approved Clinician (AC) status/eligibility to be on the AC register.
Desirable
  • MRCPsych or equivalent.
  • MD, Other professional qualification (e.g., MSc).
Experience
Essential
  • Experience in Learning Disability Psychiatry.
  • Experience to a level allowing recognition of trainer status by the Royal College of Psychiatrists.
  • Experience in teaching undergraduates and postgraduates.
  • Evidence of experience in medical audit and understanding of principles of clinical governance.
  • Practical experience of Clinical Audit.
Desirable
  • Teaching/presentation experience (e.g., conference presentation, EBM, research experience).
