This is an exciting time and a great opportunity to join Network Rail's Cost Planning and Estimating Team.In order to ensure we are running a safe and reliable railway that delivers value for money for the people of Scotland, it is essential that we fully understand the associated cost of our renewals and enhancements project and have the ability to assess various programming options of works to ensure we understand the whole industry cost impact of our investments.To enable us to better understand the affordability of our disruptive access proposals that enable the delivery of significant works and gain an understanding of the impact to our passengers, customers and neighbours, we have developed a Decision Impact Assessment Model to support the identification of the optimum strategy, which balances the impact to our customers and the affordability to Scotland's Railway.In CP7, we have significant efficiency challenge with a requirement to reduce expenditures of 10% on OPEX and 15% on CAPEX. The cost of project work will play a significant part in achieving this and this role will play a pivotal part in costing options using different delivery methodologies and supply chain management.You will provide an Estimating, Cost Planning, Benchmarking and support systems service for Network Rail's Investment and Capital Delivery organization. You will be involved in working on high profile and challenging projects being developed for the future demands of the railway infrastructure, for example Rolling Programme of Decarbonisation, as well as other rail infrastructure projects that are pivotal to maintaining, renewing, and enhancing the rail infrastructure and will work closely with the Programme Manager - Planning disruption and Route Access Strategy Manager.You will be required to produce multi-disciplinary estimates, including pricing varied works for signalling, overhead line equipment, electrification & plant, track, telecommunications, civil engineering works and schedule 4 estimates.This role will be suitable for professionals with either Estimating, Cost Planning or Quantity Surveying background, who will contribute to developing and improving technical competencies in the Cost Planning Team.IMAbout the role (External)As a Cost Planning Manager / Estimator, you will:xc2xb7 Exhibit a working knowledge of how Cost Planning techniques are used in the financial control of projects during development and design stages of a project.xc2xb7 Develop accurate and comprehensive cost plans in accordance with the Cost Planning policies, processes, and Project Acceleration in a Controlled Environment (PACE), in a timely and efficient manner and in accordance with the Rail Method of Measurement.xc2xb7 Work collaboratively with the functional project teams to develop and promote cost planning good practice.xc2xb7 Complete and submit project and rail cost model cost data through the 'Cost Analysis Framework' (CAF) process at early project lifecycle stages into the 'Regional Cost Collection Systems' / BenchSmart in accordance with the Cost Planning policies and processes in a timely and efficient manner.xc2xb7 Work collaboratively with the Risk and Value Team so that all cost plans are supported with the appropriate Risk Allowance in accordance with the Cost Planning policies and processes.xc2xb7 Support the procurement and commercial teams with tender / contract price analysis, unit cost modelling, cost analysis feedback for final account and/or significant contract scope proposed change analysis and preparation of project close out analysisxc2xb7 Manage the analysis of benchmark performance and comparisons, identifying trends, and areas of best practice which can be shared, creating wider debate and opportunities for improvement across the business.xc2xb7 Continue professional development within own technical area of expertise to be able to give best practice advice in line with business objectives.What you will bring to the role: -Essentialxc2xb7 Knowledge of Cost Planning and Estimating processes and techniques.xc2xb7 Knowledge of Cost Analysis, Cost Modelling and Benchmarking processes and techniques.xc2xb7 Qualified in Cost Planning, Estimating and / or Quantity Surveying.xc2xb7 Experience of civil engineering infrastructure projects and / or building projects.xc2xb7 Relevant successful experience of the provision of Cost Planning, Estimating and / or Quantity Surveying services in a project environment.xc2xb7 Understanding of the project management, planning, risk assessments and management, and investment authority processes associated with building and / or civil engineering infrastructure projects.xc2xb7 Good communication, analytical, presentation and reporting skills.Desirablexc2xb7 Qualified to a professional standard in cost planning, estimating and quantity surveying through membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent body.xc2xb7 Educated to degree level.xc2xb7 Experience of appropriate Cost Planning, Estimating and Unit Cost Modelling computer software systems.#LI-SY1How to apply (External)Salary: xc2xa343,588 - xc2xa350,018Network Rail Benefits -Closing date: Midnight of 13.05.25Please note proof of all essential qualifications will be required.Please get your application in as soon as possible, we may close the advert before the listed closing date if we receive enough applications.
