This role involves supporting vulnerable children and young people to escape county lines exploitation,

Responsible for:



Supporting the team of Caseworkers daily, Working as part of a team that supports children and young people to move away from county lines involvement and the associated exploitation, carrying a caseload of clients and participating in out of area 'Rescues' of young people in custody

Hours:



Full Time, 35 hours per week

(occasional evenings and weekends may be required)


Fixed-term contract until 11/10/2026

27,000 per annum

County Lines is a phenomenon in which criminal drug dealing operations are expanding their operations outside of the larger cities, taking over drug markets in smaller towns. Gangs target vulnerable children and young people and coerce them to transport and distribute mainly Class A drugs into areas where there is less police presence, less competition and high demand for their product.


Young people and children - some of no more than 10 years old - are distressingly the victims of this new economy. Lured by the promise of affection and money, these vulnerable young people are being exploited into 'running' the drugs to establish new, lucrative markets in other towns. The harsh reality they experience is far removed from the initial promises of status and material rewards.


On the one hand, if they are caught by the authorities they may be criminalised. On the other should they be caught by a rival gang, they may be robbed and assaulted, sometimes killed. These activities are creating spikes in acquisitive crime, as users raise money to buy drugs, and lead to increasing numbers of missing children and cases of Child Sexual Exploitation (CSE).


Whilst County Lines is increasingly recognised by the police and local authorities as a growing problem, currently there is rarely a single agency capable or willing to tackle the issue. The children and young people involved are often arrested when they are away from their home areas, they can receive a poor service as they are not the responsibility of local social services. Yet conversely because they have not committed offences in their own areas, Youth Offending Services in their home areas are often unaware of their activities and therefore unable to intervene. This service offers them an escape route from the insidious crime, violence and isolation that they are being exposed to.


Young people will be met either in their home area or in regional towns when appropriate and taken back to their home. We will especially target young people just after they have been arrested as this represents the crucial 'reachable' moment when they are most susceptible to change- this is referred to as the 'Rescue' element of the service. The service will work with young people for approximately three months when, depending on their local connection, they may be referred to other agencies, both statutory and VCS, and linked into specialist support services such as Social Services, Youth Offending Teams, Substance Misuse, and Mental Health.


The service will help them navigate the complex array of housing (re-location to a new area away from negative influences), finances, education and other services; progressing to a place where they are ready to pursue positive activities, as part of a process of desistance.


The service will uniquely harness the skills, knowledge and credibility of people with lived experience; professionally trained by St Giles Trust and filled with a passion to prevent other young people making the mistakes that they once did.

(1) Key Deliverables

To lead by example; to be a positive role model to the team of caseworkers and escalate concerns to the Team Manager or St Giles Trust Regional Manager. Hold 1:1's monthly with Caseworkers and regular meetings with the team. To work closely with the Team Manager and St Giles Trust Regional Manager to ensure the team can work effectively. Support and develop Caseworkers in their daily roles. To assess referred clients, with reference to St Giles Trust assessment practices. To produce support plans and risk management plans based on assessments. To promote inter-agency collaboration in the assessment and planning process, and to include appropriate agencies in the delivery of the service. To develop and maintain relationships with referral agencies, including police, Youth Offending Teams, Integrated Offender Management, Prison / Young Offender Institutions and local authorities, ensuring a steady flow of appropriate referrals onto the scheme. To liaise closely with other St Giles teams with reference to referrals, avoiding duplication. To be part of a rota to cover an out of hours duty phone, giving advice to those who ring (mainly agencies) and promoting the use of the 'Rescue' element of the project To take part in the 'Rescue' element of the project- this will involve travel out of area to collect young people, usually from police custody, and bring them to a place of safety in their home area, or a suitable placement, using the journey time to build a positive relationship. To develop and maintain relationships with regional agencies, including police and social services, in areas where identified county lines activity is taking place. To deliver a holistic support service working independently or with colleagues as the situation dictates; providing a practical service that will include social support, housing support, accompanying to appointments, education, training and employment options, benefits work, debt advice, support with phone and internet connectivity, appearing in court, DIY work and cleaning. To close cases efficiently and positively, developing a survival plan for the client that will identify agencies that can be used for ongoing support and agencies that can be used if serious problems develop in the future. To have links with agencies providing services to the client group, to be aware of referral routes and to actively promote good partnerships and effective joint working. To promote the value of lifestyle changes to the client group. To assist with providing monitoring information and the evaluation of the project. To maintain accurate records of casework and data collection. To implement the policies and procedures of St Giles Trust currently in force. To attend and engage positively with training as required, this includes mandatory training such as Safeguarding and Prevent and other training agreed with your manager To carry out any other similar duties as required, including providing support to other St Giles Trust projects on occasion.

Qualifications



To have a relevant qualification to a good standard or be working towards one. (This includes any recognised qualification of 'A' Level standard or above in any aspect of social care, advice work, youth work etc.)

A knowledge of relevant services for young people and their families in the service provision area Knowledge and an understanding of issues facing this client group such as youth offending, knife crime, social exclusion and isolation, child criminal exploitation, adverse childhood experiences and trauma (A) Knowledge of anti-discriminatory working practices, and the implications of both within the working environment.
