Data and Insights Manager



Reporting to Director of Technology and Business Transformation

Broad purpose of the post



At United Welsh, we're building a modern, centralised capability to support our transformation journey to become a data-driven decision-making organisation. As Data and Insights Manager, you'll play a pivotal role in shaping and delivering our new data platform, leading a team to deliver trusted, timely and actionable insights.

In the early stages, your focus will be on working alongside selected partners to set up the data infrastructure and team in readiness for the handover of legacy reporting from our current Housing Management System to our new Dynamics-based system. You'll then support data migration and ensure all reports are transitioned to automated Power BI reporting.

This is a hands-on role with strategic influence and the chance to make a lasting impact.

Permanent, full-time (35 hours) 55,000 - 60,000 per annum Closes Thursday 11th December, 12pm (midday) Interviews w/c 15th December

Key Accountabilities



Data infrastructure and platform development



Work with partners to design and implement a modern data platform using Azure Data Factory, Data Lake, and Power BI Oversee the ingestion, transformation, and surfacing of data from core systems Ensure the platform supports real-time insights, data quality monitoring, and self-service reporting

Team leadership and delivery



Build and lead a new centralised data team, including a Data Engineer, BI Partners, and a Data Governance Analyst Prioritise reporting and insight needs in collaboration with business stakeholders Manage the reporting backlog and ensure timely delivery of high-value dashboards

Data and decision intelligence strategy development and implementation



Review and contribute to United Welsh's Data and Information Strategy Lead strategic implementation plan

Collaboration and change enablement



Work closely with the Business Transformation team to align data work with the Horizon 28 programme and Venue implementation. Lead the cultural shift toward data literacy and self-service reporting, including training and coaching across the organisation.

Monitoring and Reporting



Monitor and report on the impact of the data platform, including usage, data quality improvements, and business value delivered.

Essential



Proven experience leading or establishing data teams Strong understanding of data architecture, pipelines, and cloud based data solutions (e.g., Azure) Experience delivering Power BI dashboards and enabling self-service reporting Deep understanding of data governance, GDPR, SARs, and RoPA Experience managing reporting backlogs and stakeholder engagement Ability to bring data to life through compelling storytelling and visualisation Experience coaching others and building data literacy Familiarity with agile delivery and service design principles

Desirable



Experience supporting large-scale system transitions (e.g., HMS migrations) Knowledge of the social housing or public sector context Welsh language skills

Pay: 55,000.00-60,000.00 per year
