Job Title: Data Management and Analysis Manager - Band C - Prisons - Counter Terrorism Policing HQ

Salary: \xc2\xa339,469 to \xc2\xa347,089 plus a location allowance of \xc2\xa31,721. You will receive \xc2\xa339,469 the band minimum. Progress to the band maximum of \xc2\xa347,089 will be via incremental progression.

To meet ever-evolving threats, it\'s vital that law enforcement organisations work closely together at all times. As a Data Management & Analytics Manager, you\'ll lead a team within a new specialist unit, making sure that relevant data is quickly shared with all stakeholders.

The Joint Counter Terrorism Prison and Probation Hub (JCTPPH) is a tri-agency intelligence unit bringing together staff from His Majesty\'s Prison and Probation Service (HMPPS), the Security Services and Counter Terrorism Police (CTP). It coordinates the exchange of information and intelligence between operational partners to counter national security risks in prison and under probation supervision in the community.

Within this newly created unit, you\'ll lead a Data Management & Analysis team, which will quickly share relevant data with the rest of the teams. It\'s all about putting the right data in the right hands to help us make decisions at the highest levels, ultimately keeping the public safe.

Your tasks will include overseeing the quality of data, helping to deliver strategic projects to improve the unit, and developing connections with JCTPPH customers. You must therefore be an experienced data professional who has worked on large quantities of data before and handled protectively marked information while adapting quickly to the strategic and tactical environment.

Up to speed on data governance and data sharing agreements, you\'ll be a credible, high-profile figure within the new hub. With the communication skills to connect with people at all levels, you\'ll build relationships, manage stakeholders\' expectations, and negotiate and influence.

Key Tasks

  • Manage and oversee data quality assurance processes during the production of JCTPPH data products
  • Assist in the delivery of strategic projects and change programmes, engaging stakeholders as necessary, on behalf of JCTPPH. Undertaking lessons learned, risk management and project practices, ensuring products, data tools and processes are fit for purpose and regularly reviewed
  • Develop, foster, maintain, and enhance relationships and connectivity between JCTPPH and its customers across a multi-agency environment, helping to enhance customer understanding of JCTPPH and how it can support their aims, missions and activities
  • Lead stakeholder engagement and partnership working; influence a range of stakeholders without direct control or managerial relationship outside of their own organisation. This includes the indirect management of a range of data professionals such as Data Scientists, Engineers, Analysts and Researchers
  • Review and provide strategic advice on the compliance, governance and assurance of data utilised by the JCTPPH. Identifying and escalating areas of risk and vulnerability, implementing mitigating actions to address concerns
  • Line management of a diverse multi-agency team, ensuring policy, procedures, training requirements and well-being is consistently and professionally met
  • Support the development and implementation of the Data Management Strategy to lead and drive evaluation of current data usage and working practises
  • Attend senior level meetings and represent JCTPPH or CTP HQ as required
Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Essential For The Role

Essential

The post holder must:
  • Have or be willing to undergo Developed Vetted (DV) and be willing to acquire and maintain \xe2\x80\x9ctop up\xe2\x80\x9d vetting
  • Possess excellent communication and negotiation skills, both written and verbal, to be able to build relationships and manage stakeholder expectations and priorities
  • Experience of working with data and information across higher and lower security classifications
  • Experience of conducting analysis on large quantities of data to support effective decision-making
  • Good computer skills including use of Windows based software, such as MS Word, Excel, and PowerPoint
  • Be able to adapt quickly within a strategic and tactical environment with changing priorities and targeted timescales, contributing to joint resolutions
  • Ability to work well as part of a team and silo on products and taskings
Desirable
  • Working knowledge of NCIA / NSN system
  • Good understanding of the National Intelligence Model
  • Knowledge/understanding of the National CT Network and threat the UK faces from terrorism and extremist related activity.
  • Ability to attend residential training courses if required
  • Strong written and oral communication skills
  • JCTPPH is a national unit so a willingness and ability to travel if needed
