Job summary




The role of the Defence Fire and Rescue (DFR) is to provide a central Departmental focus for all fire matters (outside of those responsibilities held by the Defence Safety Authority (DSA). The Chief Fire Officer DFR is accountable to the Permanent Secretary(PS) for Defence, via Director Support Air Command, for supporting Defence in its delivery of appropriate Fire Risk Management (FRM) that complied with statutory legislation and regulatory standards. As MOD's formal intelligent customer, and the Department's Senior Fire Subject Matter Experts (SMEs), Defence Fire & Rescue Headquarters (DFR HQ) is responsible for managing Defence's exposure to fire risk at the corporate level, ensuring that consistent and coherent advice on mitigating the business and capability risks posed by fire is available across the Department. DFR HQ is the focal point for all Departmental matters relating to FRM across the Defence, including on Defence Operations, and other synergistic activities which improve FRM and safety.


As the Group Manager Operational Development (OD) within the Operational Capability & Development (OC&D) Business Unit (BU), you are directly responsible to the Area Manager (AM) OD for supporting the delivery of procedures and processes necessary to support retained DFRS and DFRS Locally Employed Civilian (LEC) personnel. You are also responsible for the provision of procedural advice and guidance necessary to enable Service Providers to develop and implement proportionate F&R response capabilities which comply with legislative, regulatory and Defence requirements within the UK and overseas, to include deployed operations.


This position is advertised at 42 hours per week.

Primary Responsibilities

Review of service delivery providers recommendations for operational F&R response procedures. Undertake regular review of policies, directives and operational instructions critical in providing the necessary direction to meet Defences posture for operational fire and rescue response within the UK and overseas. Provide advice and guidance in informing proportionate F&R response measures in support of overseas and deployed operational requirements. Monitor and review the Service Delivery Partners monthly performance against the agreed Key Performance Indicators as contained within the contract and report performance for Area of Responsibility (AOR) through the Performance Management Report (PMR) working group. Seek opportunities to establish robust professional relationships with Service Delivery Partners and stakeholders to foster effective partnering, open reporting and improved service delivery. Monitor the Service Providers delivery of service, undertake assessment against Key Performance Indicators (KPI's) and support the delivery of the DFR HQ FRM Audit & Assurance processes. Maintain an awareness of developments and good practice within the Aircraft Rescue & Fire Fighting (ARFF) and F&R Sectors and provide advice regarding minimum technical fire training standards required to support professional operational response and fire safety provision within Defence. Provide advice and guidance to Training Requirements Authorities regarding the fire training standards required for non-fire specialists operating within Defence. Collate, review and report trends in near miss and confirmed fire statistics within Defence. Through the review of Defence fire statistics and relevant statistics & lessons learned from external sources inform and review Defence policies, procedures and guidance in support of reducing preventable incidents and improving fire safety measures within Defence. Provide advice and guidance to the Standing Joint Commander (SJC) in support of Joint Defence Publication 02 operations. Maintain an up to date record for the transfer of critical hazard information to emergency responders likely to respond to incidents on the Defence estate. Inform and draft standards/policies/Guidance and amendments to standards/policies/Guidance for DFR Operations and Training. Inform and draft amendments to policies governing the life support and performance management requirements for retained fire professional Locally Employed Civilian's and DFRS personnel. Support the provision of selection, development and maintenance of skills requirements for retained DFRS personnel. Provide specialist technical support to trials conducted on Defence procedures, equipment and materials. Support the development of Credible Worst Case Scenarios for all Defence Aerodromes. Review ARFF response recommendations embedded within the service delivery providers Training Requirements Authority (TRAs). Provide information necessary to support service delivery providers to develop, implement and maintain a delivery model which fully complies with relevant legislative, regulatory and Defence requirements. Provision of specialist technical support to Defence departments pursuing procurement of fire related equipment. Provision of specialist technical support to Health and Safety investigations regarding F&R and/or ARFF related matters within Defence.

Eligibility - This is a uniformed Defence Fire and Rescue Service Group Manager post available to current competent Group Managers, current competent Station Managers on promotion or an individual who can demonstrate the correct competencies and experience for this role at Station Manager level (Military Equivalent - Flt Sgt/CPO/WO) or higher.

Qualifications:


Must hold a minimum of the Station Manager Incident Management qualification or Further Training Level 3,


Desirable - Sound understanding of the Training in Defence (DSAT/JSP 822)
