Job summary




The Competition and Markets Authority (CMA) is one of the world's leading competition and consumer agencies.


The Technology and Digital Department provides support and technical business solutions for staff in CMA HQ London- Cabot, Edinburgh, Manchester, Darlington, Belfast and Cardiff. The team is comprised of five sub-teams namely - Change Delivery, Service Desk, Infrastructure, Enterprise Application Solutions and End-User Computing (EUC).


The CMA requires an ambitious and highly experienced Technology and Transformation Programme delivery expert to manage key projects in our digital space. The organisation has committed to increasing the efficiency with which we deliver our core case work. This role will be pivotal in ensuring the Technology team successfully delivers a number of ambitious Digital Transformation projects.


The Delivery Manager will work as part of the Change Delivery team to introduce a new Case Management System for the CMA which will directly contribute to our aim of establishing new KPIs and reducing the time take to complete pre-notification work. This project sits at the core of our Digital Transformation programme,


The CMA's Digital Markets Unit is committed to launching investigations in relation to 2 areas of digital activity in 2025/26. This work is at the heart of CMA's strategic aim to be a trailblazer in the pace driven and proportionate regulation of Digital markets. To ensure the work of the Digital Markets is progressed securely and efficiently the Delivery Manager will manage a comprehensive compute and storage options appraisal study. This will be initiated and managed by the Delivery Manager working closely with colleagues in the Infrastructure, Finance, and Commercial teams.


The role requires strong interpersonal skills, liaising with multiple internal and external stakeholders, ICT colleagues and third-party suppliers, with the ability to manage the output of others to strict deadlines.

Job description




You will support the Director of Technology and Digital by taking a proactive role in embedding new and innovative ways of working to improve delivery of Key Digital Services across the CMA.


You will work proactively as part of the Change Delivery team to introduce a new Case Management System for CMA, this project sits at the core of our Digital Transformation programme.


Your key responsibilities will include:

Commercial management of Technology contracts, products and services Identify suppliers and work with the team to plan, procure and deliver compliant solutions Manage stakeholder relationships Manage financial and internal governance processes Identify and challenge organisational processes of increasing complexity and those processes that are unnecessarily complicated ###

Demonstrable experience in a similar role involving contractual management, planning, delivery and complex relationship management (Lead criteria).

Proven ability to deliver successful Digital Transformation and process improvement projects and programmes at pace, setting and meeting timelines (Lead criteria).

Excellent communication skills with a proven ability to communicate technical information to stakeholders and technical and non-technical audiences at all levels. Experience of successful service transition of digital and web-based solutions (including COTS and internally developed solutions) ideally in an organisation of similar size and complexity. Experience of participating in Government Digital Service assessments for new digital and public facing services and communicating recommendations and outcomes. ###

Selection process details




This vacancy is using Success Profiles , and will assess your Behaviours, Experience and Technical skills.
At application and interview you will be asked to demonstrate your suitability for the role in line with the essential criteria in the person specification, the Civil Service Success Profile Framework, and the CMA values.

The selection process will comprise of the sift (CV & application review) and an interview, which includes an exercise on prioritisation which is required to be returned in advance.


Please note that it is essential that your personal statement is aligned to provide evidence that you have the knowledge and experience for each of the essential selection criteria (as included on the role profile attached and listed above under 'Person Specification') in your application.


An initial sift based on criteria 1 and 2 (Lead Criteria) may be held if a large number of applications are received. If your application progresses to a full sift, all elements of the essential criteria listed under Person Specification (above, below and in the attached role profile) will then be considered.

Interviews will take place in the London CMA office or via Microsoft Teams.
