The Competition and Markets Authority (CMA) is seeking a dynamic and strategic Director of Technology to lead our Technology and Digital Delivery team.


This is a unique opportunity to shape the future of technology at the CMA and make a significant impact on the UK economy.

In this context, the CMA has established an Executive Directorate for Data, Technology, and Insight (DTI), which consolidates our capability and activity across these areas of growing importance. This includes our expertise in data science, data engineering, artificial intelligence, behavioural science, technology insight, and digital forensics, as well as technology systems, architecture, digital products and tooling.

Job description




As Director of Technology and Digital Delivery you will provide strategic leadership to all functions within the Technology team, including Service Desk, End User Compute, Cloud and Infrastructure, Enterprise Applications and Services, Change delivery and Cyber Security. You will also ensure provision of efficient and effective services to core business functions and supporting programmes.


This role will partner with the Senior Director for Technology & Digital to deliver excellent technology services and ensure the effectiveness, security, and resilience of the CMA's IT systems. This will support the CMA in achieving timely and impactful outcomes for people, businesses, and the UK economy.


As a Director of Technology, you will develop and deliver the Technology Operations Plan aligned with the CMA's goals. You will lead and mentor technology teams, fostering a collaborative and inclusive environment and chair technology governance forums and providing clear, consistent reporting to senior stakeholders and drive automation across processes.


Working across a busy and varied brief, you will co-lead digital transformation initiatives, ensuring IT infrastructure aligns with the CMA's strategic goals and you will ensure compliance with public sector rules when managing the Technology budget.


You will build strong relationships with key stakeholders, including senior management, government departments, and international counterparts, communicate technology initiatives clearly and effectively.

What you will need




Significant experience in a senior technology leadership role, including experience leading on major transformation programmes and successfully restructuring and recruiting technology and delivery teams.


Naturally, you will have strong knowledge of IT infrastructure, software development and cyber security. Detailed understanding of Cloud and virtualised architecture, infrastructure and platforms with significant exposure to Microsoft 365, Azure, AWS, and optimisation and security of the underlying network architecture is also essential


Having certification in Cyber Security and IT Risk Management is desirable.

Proven experience in a senior technology leadership role, including experience leading on major transformation programmes and successfully restructuring and recruiting technology and delivery teams

Ability to manage multiple priorities in a fast-paced environment, including navigating change and leading teams through evolving technologies. Proven track record of leading and managing a business-critical technology function in an organisation of a similar-size and complexity with the ability to shape, engage, motivate, develop and mentor teams. Proven ability in supplier and contract management and experience of public sector procurement of technology products and services. Detailed understanding of Cloud and virtualised architecture, infrastructure and platforms with significant exposure to Microsoft 365, Azure, AWS, and optimisation and security of the underlying network architecture. Strong strategic thinking with the ability to align Technology with the CMA goals. Strong communication skills with proven experience communicating technical work to both technical and non-technical audiences and engaging key stakeholders effectively.

Desirable Qualifications



Bachelor's degree in computer science, information technology or related field, or equivalent proven relevant experience Cyber Security Qualification (e.g. CISSP or CISM) IT Risk Management Qualification (e.g. CRISC or CISA) Clear understanding of applications management processes, ideally with exposure to/knowledge of SharePoint, intelligence and analytics. ###

Selection process details




This vacancy is using Success Profiles , and will assess your Behaviours, Experience and Technical skills.
At application and interview you will be asked to demonstrate your suitability for the role in line with the essential criteria in the person specification, the Civil Service Success Profile Framework, and the CMA values.


The CMA values being tested at interview are:

Collaborative Evidence based

The selection process will comprise of the sift (CV & application review), an Individual Leadership Assessment and an interview, which includes preparing a presentation.


Please note that it is essential that your personal statement is aligned to provide evidence that you have the knowledge and experience for each of the essential selection criteria (as included on the role profile attached and listed above under 'Person Specification') in your application.


An initial sift based on criteria 1 and 2 (Lead Criteria) may be held if a large number of applications are received. If your application progresses to a full sift, all elements of the essential criteria listed under Person Specification (above, below and in the attached role profile) will then be considered.

Shortlisting will take place w/c 26 May 2025.


Successful candidates at the shortlisting stage will be asked to participate in an Individual Leadership Assessment (ILA) which is a one-to-one psychological assessment of candidates in recruitment and selection for Senior Civil Service (SCS) roles. Candidates will complete a range of questionnaires on-line, the outputs of which are explored during a structured interview of approximately 1-2 hours with an assessor. The ILA must occur prior to interviews taking place. The assessment does not lead to a pass or fail decision; rather, it is intended to highlight areas of strength and possible concerns which the panel can probe at interview.


The ILA Assessments have been scheduled to take place from 09 June - 20 June 2025.


(Please note that where an individual has been assessed for an individual leadership assessment via Civil Service Resourcing and applies for another SCS post at the same pay band within a two year period, it is now policy to automatically re-use the original report).


During this time, shortlisted candidates will also be offered an informal chat with the vacancy holder.


Interviews are planned to take place from 23 June 2025 onwards. Those invited to interview will be asked to prepare a presentation, details of which will be provided in advance of the interview.


The interview will be a 1 hour panel interview where you will be asked questions based on the Behaviours, Technical and Experience elements outlined in the role profile.


Interviews will take place in the London CMA office or via Microsoft Teams.
