*Please note this is a hybrid-working role, with a requirement to work in the Chelmsford office 1 day per week on average, depending on business need.
This role leads the engine room of the busy and successful Integrated Passenger Transport Unit. You will be responsible for ensuring our financial and operational data is up to date; our strategy work has the best evidence to support it; and our budgets are built using the best available information. You will be part of the management team and work with expert colleagues across a very diverse set of services. You will manage a small and highly expert team.
Lead a team of officers to produce intelligence and insight to provide advice and guidance regarding current performance and future requirements of the Essex Transport Network within the Integrated Passenger Transport Unit (IPTU)
This role will have direct responsibility for providing high quality insight and delivery of financial, operational and performance modelling and analysis, using this to shape the strategy and direction of the IPTU. This role will engage with stakeholders and provide expert advice and direction to senior officers and members regarding the opportunities and financial impact of changes to Essex's transport network to support the commercial ambitions of the IPTU.
The role includes working closely with Finance colleagues to ensure the 86m service budget is managed effectively through the relevant financial system. This includes liaising with service colleagues, finance colleagues and suppliers. It also includes supporting the management of around 30m of grant funding investing in exciting projects including electrifying the Basildon bus fleet, transforming the bus shelter estate and introducing digital booking and payments.
Working collaboratively with colleagues, the manager will develop and implement the overall strategic vision of integrated transport.
Role responsibilities

• Develop intelligence and insight on network performance, by reviewing revenue, and conduct modelling to enable colleagues to develop strategies and projects, promoting all modes of passenger transport to ensure delivery of a reliable, accessible and cost-effective integrated transport network.
• Identifying the financial and operational impact using performance data and network modelling techniques to provide insight ensuring a robust, responsive service planning that effectively balances the priorities of the Council and public.
• Responsible for monitoring performance by reviewing the capital and revenue budgets across IPTU and individual contracts ensuring the delivery of reports that identify issues and provide support to colleagues to effectively manage and plan revenue budgets.
• Responsible for managing ECC financial processes using corporate tools to accurately record spend and income to ensure the delivery of accurate forecasting and budget management.
• Work collaboratively with partners to gather performance intelligence and insight to ensure robust modelling for a cost-effective network, as well as, driving efficiencies and seeking solutions to overcome barriers to improvements in working practices, whilst ensuring the best overall outcome for the people of Essex.
• Contribute to County Tactical Croup requirements to ensure adequate support for Emergency Planning.
• Management of Freedom of Information requests in line with statutory requirements, including supporting service teams.

Skills, Knowledge and Experience

• Hold experience relevant to the role or educated to degree level in a relevant subject.
• Awareness of industry and commercial legislation and current issues is desirable.
• Evidence of continuing professional development and knowledge in relevant professional area.
• Proven track record of delivering operational contract management with a strong focus on evidence based decision making and maximising value for money.
• Strategic thinker with the ability to challenge norms and those around them to develop innovative and creative solutions to deliver new service requirements and maximise commercial opportunities.
• Strong leadership and behavioural skills with the ability to focus on results and respond to different perspectives to develop a highly performing and motivated team to achieve operational objectives.
• Broad experience of working with internal and external partners and understanding the challenges of achieving outcomes within a complex multi-agency commercial environment with evidence of working collaboratively across an organisation to successfully reconcile competing interests.
• Evidence of success in determining and evaluating service quality and identifying opportunities to achieve efficiencies, best value and/ or cost reduction.
• Experience of managing financial processes to accurately record spend and income to allow for accurate forecasting and budget management to ensure that expenditure is within budget and mechanisms are sought to control rising costs.
