With around 2,300 households and 4,263 electors, Rodborough, located within Stroud District, is a parish of contrasts, from the industry and commerce of Dudbridge to the tranquility of National Trust Rodborough Common, part of the Cotswold's National Landscape.

Job Summary


Do you have experience working in the local government sector? Great! If not, look to your transferable skills and how these can benefit our Council. The successful applicant will have a proven record in administration and customer service, with excellent interpersonal skills to successfully work with external organisations, Councillors and our community. You will be required to attend evening Council meetings which are held on Monday's and other meetings as needed. This may involve some weekend work during the year.

Role Purpose & Overall Responsibilities



The Deputy Clerk is an Officer of the Council and in the absence of the Clerk & RFO (Proper Officer) is under a statutory duty to carry out all the functions, and to serve or issue all the notifications required by law of the local authority's Proper Officer.

The role is key to the efficient running of the day-to-day business of the Council and engagement with residents, businesses, local government, and other stakeholders. Duties will include prime responsibility for committees and reports, bookings, and communications.

Your Typical Month



The hours are 17 per week and this has previously been organised around being in the office on the mornings of Monday, Wednesday and Friday. This is negotiable with the candidate. You will typically have two committee meetings in the month, and these are usually a Monday evening at 6:30pm. The meeting schedule is planned months in advance, so these times are quite predictable.

The specific responsibilities are listed below; however we don't expect you to take this on immediately! We will take into account any area of work that requires further training or assistance and work out a phased introduction to the role.

Specific Responsibilities



The Deputy Clerk has prime responsibility for key areas of the Councils work:

Administration & Finance



To clerk designated Council Committees as requested and specifically to prepare agenda, write minutes and agree with Chair and deal with actions and correspondence arising from the meetings, as required. To provide support and advice to Council and Committees on policy, procedure and legislation. Work closely with the Clerk/RFO to facilitate implementation of projects. To arrange annual playground inspections. To create and issue invoices. To maintain a register of annual licences and issuing to residents. To maintain a working knowledge of the accounts system for the purposes of deputising. To assist with production of policy documents and updating to the latest best practice or legislation. Handle requests for CCTV images in line with regulations and Council policies. Monitor the CCTV system in the event of damage or reports of anti-social behaviour.

Planning & Transport



Receive, circulate all Planning Applications, prepare a Monthly Planning List for the website and forward all of the Planning Recommendations to the appropriate Local Planning Authority. To clerk the Planning & Transport Committee meetings including preparing agendas, minuting the meeting and implementing decisions. Administration of the Community SpeedWatch scheme and Speed Indicator Devices, including liaising with Gloucestershire Constabulary. Hold routine meetings with the Gloucestershire County Council Highways Manager and councillors to manage local transport issues.

Communications



Ensure that the Council website content is maintained. Posting of updates and events to Council social media. Distributing local highways notices. Responsibility for publication of a quarterly parish newsletter, "The Commoner", including coordination of delivery volunteers, leading the Commoner Editorial Working Group meetings, advertising, and liaising with graphic design and printing contractors. Prepare the annual report for publication in the August edition of The Commoner. Maintain a parish events diary for use in The Commoner newsletter and website. Maintain a listing of local organisations contacts and meeting times for the Parish Office and The Commoner.

Hire Bookings



Manage all booking enquiries for Rodborough Community Hall, and council-owned recreation grounds. Administration of all bookings, invoicing, and payments. Liaising with hirers on facilities available, procedures, and access/security codes.
