Job summary
As Chief Statistician you will play a key role advising senior officials and ministers on high profile releases of information, as well as supporting the wider analytical community on developing and improving our releases and supporting processes.
You will be a strong leader comfortable with managing complex stakeholder relationships with policy makers, operational leads, the UKSA, and a range of Whitehall partners, including the Office for National Statistics (ONS).
You will be responsible for promoting the code of practice across all HO stats releases (e.g. crime/policing, migration and terrorism). You will directly oversee the analytical function responsible for Immigration system statistics, irregular migration statistics, and refugee resettlement/integration. You will work alongside other analytical units in HOAI covering the management of the Border, legal migration policy, and operation of the asylum and enforcement systems.
Job description
Key work of the unit includes:
Developing and publishing the wide range of Immigration System Statistics produced quarterly, and providing advice to ministers, policy and comms colleagues on a consistently high-profile area.
Liaison with Office of National Statistics and other departments on matters related to migration patterns and trends.
Managing the production and development of statistics and the ongoing statistical advice in relation to irregular arrivals in the UK and the enforcement activity in the Immigration system.
Producing a quarterly report on Irregular Migration trends in Europe and at the UK border, maintaining strong links with operational experts in Home Office agencies and other relevant departments as well as international data contacts.
Providing research and statistical support for the new Border Security Command working across boundaries and providing advice on measurement and evaluation at a senior level.
Overseeing a large social research programme on integration, resettlement and irregular migration, including the innovative Refugee Integration Outcomes (RIO) programme (working with HMRC and ONS), and a complex resettlement evaluation working with operational teams and local authorities.
Developing new systems for published statistics including improved dissemination methods.
Ensuring the UK can lead discussion of migration statistics and are represented in relevant international fora
More broadly you will be a key senior member of Home Office Analysis and Insight (HOAI). You will support the Director of Analysis and Insight, and the Chief Scientific Adviser, in transforming the way we use analysis to improve decision-making. You will build capability and be a dynamic leader for the whole analytical community & the wider Science, Technology, Analysis and Research (STAR) function.
Overall, the key challenges of this role are i) leadership of a large, multi-disciplinary analytical team working in a politically sensitive and challenging area and ii) managing the large (and increasing) demand for statistics, which will require our capability to continue to change and develop.

Essential Criteria
The successful candidate will need to demonstrate their knowledge, experience, capability and behavioural approach to a high standard against the following key criteria:
Strong leadership skills - including the ability to lead high performing teams, and to promote the effective use of analysis and evidence to senior stakeholders.
Strong analytical technical expertise - including providing sign off on use of methodology and interpretation of findings, advising Ministers and Senior Officials on appropriate use of analysis and what is possible to answer key questions, as well as guiding team members in their own technical development.
Strong communication skills - including articulating complex technical information to influence Ministers and other senior decision makers, and the ability to draw insights out of analysis.
Experience of setting direction for analytical work programmes which directly support strategic organisational objectives, working across boundaries so that the right people are involved to deliver.
The ability to deliver programmes at pace in complex, changing environments, whilst ensuring effective quality control and project management.
The ability to build influential networks and professional working relationships with colleagues, customers, and a wide range of internal and external stakeholders.
Membership of the Government Statistical Service, due to the critical importance of the Immigration statistics and related outputs in this role
Desirable criteria
Knowledge and experience in overseeing government social research.
