PURPOSE:
To support the Registered Manager in the day to day operational running of the Home and ensure the delivery of a high quality service to enable vulnerable adults to maintain their independence.
PRINCIPAL ACCOUNTABILITIES:

To promote and safeguard the vulnerable adults.
Supports Registered Manager with the day to day operation of the service and deputises/acts for the mana er in their absence.
Establish and develop partnership working with internal/external agencies to organise, chair; and facilitate complex meetings and reviews in order to ensure vulnerable people receive access to a full and effective range of service delivery to customers whilst utilising a person centered approach.
Provide advice and guidance to staff to ensure vulnerable adults are offered support and guidance so that they have the information and support to participate fully as citizens of Hull. Liaise with clients, care staff and other agencies, offering advice, support and respond to the changing needs and demands of the service and emergency responses as appropriate.
To be involved in the recruitment and selection of staff and include induction, formal and informal supervision with staff in line with Policy and Procedure and identify training needs through Development Reviews and ensure accurate records are maintained.
Oversees the intake of new referrals of clients, implement and review packages of care. Ensuring the health and safety and wellbeing of the clients.
Implements departmental policies and procedures including sickness absence, undertaking back to work interviews, home visits, informal/ formal interviews and subsequent referrals to Occupational Health. Takes appropriate action on all aspects of ineffective employees, disciplinary action, grievance and investigation.
Provide the allocation and management of the Home to ensure that voids are minimised and is maintained to a high standard. Take an active role in monitoring, analysis and action of performance to improve the service delivery in line with Care Quality Commission Standards, Quality Assurance measures and national legisolation.
Effective management of budgets in order to achieve value for money and provision of a quality service.
The Health and Safety at Work Act 1974 and associated legislation places responsibilities for health and safety on Rossmore Care Home, as your employer and you as an employee of the Home. In addition to the Home's overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Home's Corporate H&S policy.
GENERAL:
The above principal accountabilities are not exhaustive and may vary without changing the character of the job or level of responsibility. The postholder must be flexible to ensure the operational needs of the Home are met. This includes the undertaking of duties of a similar nature and responsibility as and when required, throughout the work place.
Responsibility for Staff:
Allocate and manage Rossmore Care Home and deputise in Manager's absence when required. Provides line management support, supervision and clear decision making to staff team.
To ensure that accurate and up to date staff and customer records are maintained. Has a responsibility for ensuring the physical, mental, social and environmental wellbeing of all staff.
Responsibility for Customers/Clients:
To ensure that customers' needs are met in line with care and support plans and service delivery is in line with Care Quality Commission standards.
To chair and attend Person Centred reviews and liaise with other agencies in supporting clients.
Has a responsibility for ensuring the physical, mental, social and environmental wellbeing of all customers.
Responsibility for Budgets:
To support the Manager with evaluating and forecasting budgets and monitoring and the appropriate use of allocated budgets including assessing levels and need for expenditure to ensure a value for money service.
Responsibility for Physical Resources:
To ensure general health and safety and wellbeing of self, visitors and staff. To ensure buildings and equipment are maintained.
To ensure accurate records are maintained and stored in accordance with Data Protection Act.
To keep an accurate inventory of stock
Within Service Area/Section:
To work as part of a team providing line management support to staff. To undertake supervision and develop staff through the personal performance and development process. To manage staff in line with the Home's policies and procedures.
With Any Other City Health Care Limited
To work in partnership with other agencies to deliver care to clients in line with Care Quality Commission Standards.
With External Bodies
To work in conjunction with other agencies to provide support to clients to maximise choice and control in their lives.
