Main Purpose of the Job
The Deputy Site Manager will support the safe, secure and efficient operation of Wombourne Civic Centre and its grounds.
The role combines hands-on site management with supervisory responsibilities, ensuring that the building, staff and facilities are managed effectively at all times.
The Deputy Site Manager will be highly visible around the site, taking a proactive, practical approach to problem-solving, supporting staff and ensuring an excellent experience for all Civic Centre users.
The role includes caretaking, maintenance, compliance and customer liaison. The Deputy Site Manager will deputise for the Site Manager during periods of absence and will provide day-to-day management support to site staff.
Key Responsibilities
Operational Support
Open and securely close the Civic Centre, ensuring all doors, windows, gates and alarms are correctly set. Leave accurate handover notes for colleagues to ensure smooth continuity.
Set up rooms and equipment for meetings, hirers and community events within expected timescales.
Maintain a clean, safe and welcoming environment for users.
Carry out caretaking and maintenance tasks (cleaning, painting, sanding, gardening, repairs) to a high standard appropriate for a public building, leaving areas safe and tidy.
Perform daily checks of communal areas and report issues promptly.
Monitor building systems (e.g., alarms, lighting, heating).
Security and Safety
Act as a keyholder when on duty and support emergency responses.
Conduct routine health and safety checks (e.g., fire alarms, emergency lighting).
Report accidents, incidents, or security concerns in line with Council procedures.
Ensure safe access to the building and grounds, particularly in adverse weather.
Support compliance with COSHH, Fire Safety, Manual Handling and Legionella protocols.
Event and Hirer Liaison
Provide professional, courteous support to hirers, being approachable and available throughout events.
Resolve issues quickly and professionally, while remaining focused on operational support rather than formal hosting.
Handle challenging situations with tact, authority and professionalism.
Team and Site Management
Take a proactive role in supporting the day-to-day management of the Civic Centre site.
Provide visible leadership, working alongside staff to set high standards and ensure tasks are completed effectively.
Support the Site Manager in overseeing cleaning and site staff, helping to motivate the team and ensure accountability.
Step into supervisory duties during the Site Manager's absence.
Assist with training, mentoring, and guidance of new or casual staff when required.
Work collaboratively with the Site Manager, Clerk and colleagues, contributing positively to a supportive team culture.
Administrative and Compliance Duties
Record and report maintenance tasks and compliance checks.
Maintain accurate handover notes and records of completed tasks.
Assist in monitoring stock levels and notifying the Site Manager of supply needs.
Log incident reports and feedback from hirers.
Support with documentation related to inspections and contractor visits.
General

Essential qualities:
Physically fit and able, with the capacity to carry out a hands-on role that includes heavy lifting, manual handling and working at height.
Proactive, energetic and reliable with a practical "get up and go" approach.
Confident, approachable and able to engage positively with members of the public.
Capable of handling complaints or difficult situations with tact and professionalism.
Organised and dependable, able to balance practical site duties with necessary paperwork and compliance requirements.
A visible and approachable presence on site, leading by example and setting high standards for staff.
Flexible approach to working hours and willingness to cover additional shifts when required.
Desirable qualities:
Previous experience in a supervisory or management role within facilities, site management, or a similar environment.
Practical skills in basic maintenance, repairs, or use of small tools and equipment.
Knowledge of health and safety regulations (e.g., COSHH, Fire Safety, Manual Handling, Legionella).
Experience of working in a customer-facing role and delivering excellent service.
First Aid training or willingness to undertake training.
Ability to remain calm under pressure and make sound decisions in emergencies.
A sense of pride in maintaining high standards for the Civic Centre, both for the community and hirers.
Working Pattern
The Deputy Site Manager will work an average of 27 hours per week on a regular 4-week rota pattern. The typical schedule includes evening and weekend shifts (up to 2 per month), aligned with Civic Centre bookings.
Flexibility is essential to cover additional functions, absences, and urgent operational needs.
