Design & Estimating Senior Manager

Salary:

50,000 - 60,000 plus car allowance or vehicle
The Design & Estimating Senior Manager (DESM) owns responsibility for design and estimating within the project development function. The role leads the estimating, design, and CAD teams to ensure all proposals are compliant, competitive, and technically robust. The DESM develops (with the PDD) and implements estimating and design strategies that balance commercial competitiveness with delivery practicality, ensuring smooth, robust handover into Operations.

Leadership



Lead the estimating, design, and CAD teams, setting workloads, managing outputs, and ensuring standards are met. Provide mentoring and guidance to team members across estimating and design disciplines.

Tender Strategy & Proposals



Own tender strategy in partnership with the Project development Director, including prelims, programme assumptions, risks, and opportunities. Approve take-offs, pricing methods, and technical/commercial qualifications. Drive supplier and subcontractor market engagement and benchmarking of rates.

Design & Compliance



Ensure all designs comply with industry standards and regulations (CIBSE, BS7671, Part L, etc.). Identify opportunities for value engineering to improve competitiveness and efficiency.

Collaboration & Handover



Collaborate closely with the Commercial & Controls Manager to align estimating outputs with commercial strategy. Ensure clean handover to Project Managers and CCD with complete design/estimating packs. Remain available for early-stage design support during project mobilisation.

Required Skills & Experience



Strong background in M&E design and estimating within Building Services. Deep understanding of estimating methodologies, cost databases, and design standards. Demonstrable experience in supplier/subcontract market engagement and benchmarking. In-depth knowledge of industry standards/regulations (CIBSE, BS7671, Part L). Strong commercial and risk awareness. Strong communication and team leadership skills. HNC/HND or Degree in Mechanical, Electrical, or Building Services Engineering (or equivalent experience)
