Purpose of post
We are offering an exciting opportunity to lead and champion outreach and engagement efforts that increase the visibility, accessibility, and fairness of public appointments in Wales. You will shape and promote open recruitment practices, build and maintain strong relationships with diverse communities and networks across Wales, and help ensure public appointments truly reflect the diversity, languages, and geography of the Welsh population.
You will also provide high-quality advice and support to Ministers and senior leaders, including drafting clear, impactful briefings and responses on public appointments and diversity.
We are looking for proactive, open-minded individuals who are passionate about widening participation and increasing representation in public life. This is an exciting chance to help shape a more diverse and representative Wales, ensuring that public appointments are open and accessible to people from all backgrounds.
Key tasks
Inclusive Recruitment Practice
Champion and embed inclusive recruitment practices across all stages of the public appointments process.
Provide advice to the Public Appointments team and selection panels on removing barriers, reducing bias, and designing inclusive campaigns.
Ensure all promotional materials and application guidance are clear, accessible, and use inclusive language, in both Welsh and English.
Support internal capability by contributing to guidance, tools, and training that help teams apply inclusive approaches confidently.
Outreach and Network Building
Lead proactive engagement to widen the talent pool and raise awareness of public appointments, particularly among underrepresented groups and regions of Wales.
Develop and deliver an annual outreach calendar, including attendance at external events, webinars, community meetings, and sector conferences.
Build and maintain relationships with a wide range of stakeholders, including community organisations, advocacy groups, and professional networks.
Create and oversee inclusive, visually engaging, and accessible content for digital and in-person campaigns that promote public appointments and encourage first-time applicants.
Act as a visible, trusted point of contact for applicants and partner organisations seeking advice on public appointments and accessibility.
Ministerial and Strategic Communications
Draft clear, high-quality responses to Ministerial correspondence, Senedd questions, briefing requests, and committee papers relating to public appointments diversity and outreach.
Provide advice for senior officials and Ministers on improving visibility and inclusion in public appointments.
Track reputational risks, emerging challenges, and public interest issues linked to board diversity and inclusion, supporting swift and effective responses.
Operational Delivery and Reporting
Manage the delivery of outreach projects and campaigns, ensuring clear objectives, timelines, and evaluation metrics are in place.
Maintain accurate records of outreach activity, including impact reporting and feedback loops to inform continuous improvement.
Development opportunities Work on high-profile Ministerial and Senedd priorities, contributing to Wales-wide efforts to improve representation in public life.
Shape national-level messaging and campaigns to promote diversity in governance.
Engage with a wide range of external partners, senior officials and public appointees.
Develop skills in strategic communication, events planning, evaluation, and inclusive leadership.
Other vacancy related information
The post holder will be required to travel within Wales to attend external events, community meetings and sector conferences as part of outreach efforts to widen the talent pool and promote public appointments. While most business is conducted virtually, in-person engagement is essential for building relationships with diverse communities and networks. It would therefore be beneficial for the post holder to have a UK driving licence and access to a vehicle.
There will also be a requirement to attend face to face team meetings from time to time.
In the event of a large number of applications, an initial sift will be conducted against the lead assessment criterion: 'Communicating & Influencing'. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.
Welsh language skills are essential for this role. Candidates have the choice to complete their application form and interview in either English or Welsh. The presentation at interview will be conducted in Welsh and there will be one questions at interview in the opposing language.
A presentation will be required at Interview stage. More information will be provided in the invitations to that stage.
