Job summary
Those seeking immigration advice and services are often among the most vulnerable and disadvantaged members of society. The Immigration Advice Authority (IAA) is an Arm's Length Body of the Home Office. We regulate the work of registered Immigration Advisers and tackle the illegal advice-giving activities of criminals that often exploit vulnerable and disadvantaged migrants and threaten the integrity of the immigration system.
Purpose
Support the IAA's policy development for new regulatory powers and lead on business change and implementation.

Key responsibilities
Designing new powers and broader change agenda
In the initial phase, the post holder will be required to support the development of policy in relation to enforcement powers. Key activities during the policy development phase are:
Subject to the passage of a Bill currently in Parliament/secondary legislation being consulted on/prepared, support the development and implementation of new enforcement powers for the IAA, including the ability to:
Fine unregulated advisers.
Compel repayment of fees and payment of compensation.
Use powers under the Proceeds of Crime Act.
This role will work closely with the Head of Enforcement in the implementation of these new powers in 2026, starting with supporting the policy work to determine how the powers will work in practice and engagement with the sector. This will include:
Working with the Head of Regulation and Home Office on secondary legislation.
Supporting the Head of Regulation in the publication of external guidance and frameworks relating to the new powers.
Drafting new, efficient processes, working with a business analyst.
Driving forward the IAA's new enforcement strategy following a review in 2023 - provide support to the Head of Enforcement and the Programme Director on a significant programme of work to change the IAA's approach to enforcement, including a shift to a more proactive, disruption focus. As part of this, the role will also lead on the introduction of a new case management database for enforcement within the IAA and support associated innovation and digital thinking/ change realisation.

Support the Head of Enforcement and Programme Director in delivering business change.
Update manuals and policies.
Design and deliver staff training for new systems and methods.
Oversee IT system changes and user testing.
Contribute to innovation within the profession workstream.
Project Management
Develop and manage detailed change plans with timelines and resources.
Provide regular updates and solutions to senior leadership.
Coordinate across functions for smooth implementation.
Create operational processes and SOPs.
Minimise disruption to ongoing operations.
Communication
Develop and execute a communication plan with internal comms.
Ensure high engagement through varied communication channels.
Engage stakeholders to gather feedback and manage resistance.
Represent the organisation at relevant events.
Monitoring and Reporting
Track change effectiveness and report to senior management.
Identify risks early and implement mitigation strategies.
Post-Implementation Review
Evaluate outcomes with the Programme team and apply lessons learned to future initiatives.
While this role will lead on enforcement change, there is equivalent change taking place in the IAA's regulatory work. During times of peak activity, it may be that the postholder is asked to provide support to colleagues leading on some elements of regulatory change to support overall business delivery.
Person specification
Essential criteria; candidates must demonstrate the following:
Experience working in a policy environment, developing policy thinking and drafting policy documents
Experience working in a regulatory body or similar environment.
Experience in business change management, and ideally with experience in process design.
Ability to act without delay and make effective decisions autonomously, when required.
Requirement to use own initiative and act independently.
Able to work in an environment where there are periods of concentration and frequent interruptions, that can occur alongside focusing on complex activities.
Excellent project management skills, with a track record of delivering projects on time and within budget
Able to communicate effectively when working under pressure to ensure levels of engagement are maintained, and / or where there is resistance to change
General expertise in IT and the application of systems and software, with a high level of user competency in Microsoft Office applications such as Outlook, Word, Excel, and PowerPoint, with accurate keyboard skills.
