Who are we looking for?



We are seeking an experienced Engineering Development Director to lead the strategic direction of engineering innovation, product development and delivery within Network Rail. The ideal candidate will bring a proven track record in large-scale product development, application, engineering and business change, with the ability to balance technical excellence, safety, and efficiency. Strong leadership, stakeholder management, and the vision to drive continuous improvement across complex engineering programmes are essential.

About the role (External)



About the team..



Engineering Services is a function within Route Services. We sit as a central team to provide national skills and activities which enable regions and industry partners to deliver the railway for our customers.


As a large central functional team supported by a wider supply chain, we focus on everything needed to enable a better railway system. We influence every part of the railway, including structures, track, traction power, level crossings, signalling and accessibility schemes which are essential to keep our railway moving.


We are split in Engineering Services into Design, Development, Delivery and Asset Management. This means we have all the constituent parts to deliver real opportunities to benefit the railway system and beyond. Our responsibilities day to day spread from maintaining 100 year old mechanical railway signalling, designing effective drainage systems to counteract climate change all the way to leading world firsts such as fibre reinforced bridges. All directly impacting passengers and freight.


What does the average day look like?



In this role, no two days are ever quite the same. You'll be providing strategic leadership to shape and deliver innovative engineering solutions which provide real benefits for the railway and its passengers. A typical day could see you working with senior stakeholders and supply chain partners to drive forward cutting-edge projects, guiding teams of engineers as they develop their skills, or overseeing the safe and efficient introduction of new technology and production and operational activities. You'll balance technical direction with commercial awareness, ensuring projects are delivered on time, within budget, and to the highest standards of safety and quality. Collaboration is central - whether integrating resources across specialist teams, managing risks, or leading change across the industry, you'll play a key role in turning ideas into practical and proven outcomes that supports a more accessible and reliable rail network. You will also need to recognise that the railway is going through a considerable period of change, and products of tomorrow may be different than to today, and so agility will be key to enable a future railway as well as maintaining and improving the railway today.


Essential Criteria



Chartered Professional status with membership of a relevant professional institution (examples are IMechE, ICE, IET, IRO, CMI)

Extensive experience in the leadership of multi-disciplinary design for multi-million programmes of work in the infrastructure sector

Proven ability in leading large teams (>100) across multiple disciplines and geographic locations in a complex matrix organisation

Proven leadership skills showing passion, commitment and credibility in driving outstanding performance in safety, wellbeing, environmental and quality

Proven experience in the development and maintenance of successful client/supplier relationships with a strong customer focus

Strong management and leadership skills with the vision/ability to establish effective/collaborative working relationships at all levels and to drive positive cultural/organisational performance

Highly motivated with excellent interpersonal, influencing/persuasion, problem solving, written/verbal communication and organisational skills

Experience of developing and rolling out a design delivery strategy across a complex matrix structured organisation

Proven experience in business leadership, robust business acumen and financial/commercial leadership
