This position is scheduled to receive salary range increases on the following dates:


Effective June 27, 2025 - 4.00% increase


Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

COUNTY PROMOTIONAL

This recruitment is County Promotional and is only open to current County of Orange employees (including limited-term and extra help).



This recruitment will establish a County promotional eligible list. This list will be used to fill current and future Engineering Technician vacancies. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

This recruitment will be open for a minimum of five (5) business days and will remain open until

OC WASTE & RECYCLING



OC Waste & Recycling (OCWR)is an organization dedicated to providing waste management services, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. The Department is committed to its exceptional record of regulatory compliance and excellence. OCWR partners with the Orange County-based Discovery Cube to sponsor the Eco-Challenge educational exhibit that teaches thousands of students each year to reduce, recycle, and reuse in their daily life.

THE OPPORTUNITY



This opportunity is set to be stationed at one of OCWRs three active regional landfills. Engineering Technician positions at OCWR are characterized by the performance of technical tasks requiring formal education or training, or specialized experience or knowledge in all or a substantial combination of the following areas: Civil Engineering principles; Earthworks; Fluid Mechanics: Hydrology and Hydraulics; Land Surveying; Ground and surface water monitoring/sampling; Landfill Gas Systems; Environmental Monitoring and Control Systems; and Landfill Operations.



The job duties include, but are not limited to:

Performing engineering calculations such as area calculations, materials quantities, testing volumes, perimeters, cost-estimating, curves and grades, hydraulic flow rates, and pressure checks Drafting cross sections, profiles, maps, engineering plans, and exhibits; and preparing miscellaneous illustrated materials such as charts, graphs, PowerPoint-type presentations and exhibits Using Global Positions Systems (GPS) for land surveying activities and other computerized equipment for plan/map drafting, calculations, data collection, and record-keeping Researching records such as permits, as-built plans, maps, agreements, records of survey and deeds Reviewing plans, documents or maps for conformance to permits, codes, ordinances, specifications and safety requirements Performing design drafting work independently and as an assistant to senior engineering Performing field survey work and related duties independently in the preparation of waste fill plans, utility projects, maintenance projects, or any other projects Providing the public, developers, contractors and other agencies with technical information Performing Landfill Gas (LFG) compliance monitoring and sampling using approved equipment Performing compliance water monitoring and sampling using approved equipment Monitoring and record-keeping of compost material data such as temperature and water moisture for comprehensive analysis and reporting Performing inspections of various landfill environmental control systems

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES



The ideal candidate will possess two (2) years of experience in the field of civil engineering including a combination of drafting with Civil 3D, landfill operations, improvement plan reading, mapping, and/or engineering technology. College courses, training seminars, or a combination of both may be substituted for up to one (1) year of the required experience. A list of related coursework must be submitted with the employment application to be considered.



In addition, the ideal candidate will possess knowledge and/or experience in the following core competencies:



Professional & Technical Expertise



Experience with CAD drafting programs utilizing MicroStation, AutoCAD, Civil 3D, and Bluebeam Monitoring and compliance testing and sampling of air, compost materials, landfill gas, and stormwater using a variety of testing equipment Maintain engineering equipment used for testing Familiarity with database programs Knowledge of the principals, practices and mathematics used in engineering design and construction, including but not limited to percentages, fractions, decimals, volumes, ratios, present values, spatial relationships and statistics Knowledge of plans, topographic maps, estimates, engineering reports and specifications Ability to estimate project costs, determine the project scope of work and submit a Request for Services (RFS) to contractors Ability to detect and identify field-related issues including but not limited to LFG collection system, groundwater and storm water infrastructure, and compost facility and any environmental and safety hazards Comprehend and interpret technical material related to the job

Speak, read, write and understand English at a level required for successful job performance Ability to draft technical reports, memos, and correspondences Prepare clear, accurate notes; maintain records and files Ability to communicate technical and complex information in a clear, easy to understand manner to a wide variety of audiences

LICENSE REQUIRED



Possession of a California Class C Driver License is required.

RECRUITMENT PROCESS
