We are seeking an experienced and proactive Data Governance Lead to oversee and enhance a data management framework for a NHS Trust. The successful candidate will be responsible for establishing data policies, ensuring data quality, and facilitating effective data utilisation across various departments. This role offers an exciting opportunity to lead strategic initiatives in data governance, working closely with cross-functional teams to optimise data assets and support business objectives. As the programme's IG subject matter expert, the post-holder will interpret National policy and guidance and will lead on the development and / or modification of IG related programme collateral including Data Privacy Impact Assessment documents, Data Sharing / Data Processing agreements and Data Security & Protection Toolkits (DSPTs). The post-holder will lead on the mitigation and oversee the management of data risks associated with the implementation of the EPR across the Trust.
Duties
To be the first point of contact within the EPR Programme for all data protection matters.
Foster a good data protection culture by informing and advising the programme leadership of the legal obligations under Data Protection legislation.
Provide expert advice to the Trust EPR Programme Senior Responsible Owner (SRO) and the Programme Director and all members of the Trust EPR Programme team responsible for making decisions about personal data processing.
Be responsible for ensuring the monitoring and reporting of compliance with the law and Trust policies by awareness raising up to Trust EPR Programme Board level (through the Compliance Advisory Group). Lead on any required changes to IG training and policies relating to audit and incident investigation.
Co-operate with the Information Commissioner's Office (ICO), the UK regulator of information rights.
Act as an additional point of liaison, alongside the Trust DPO, for data subjects including patients, staff, and other people whose information is processed by the Trust within the scope of the EPR Programme.
Ensure data protection is considered in all instances where there is a risk to personal data, including: in depth Data Protection Impact Assessments; legally binding contracts; signed Data Sharing Agreements; clear accountability for data in integrated working arrangements; representing the EPR Programme in relation to IG.
Further responsibilities:
Any additional Information Governance (IG) resources employed by the Trust to work on programme related IG activities.
Clear proposals / draft documentation for the production and / or modification of IG Policies and procedures.
Skills
Strong proficiency in SQL, Python, Oracle databases, and Informatica for effective data handling and integration.
Extensive experience with Tableau for creating insightful visualisations and dashboards.
Proven project management skills with the ability to lead multiple initiatives simultaneously.
Deep understanding of big data technologies and architectures including data warehouse design.
Expertise in database design principles and overall data management strategies.
Excellent analysis skills combined with critical thinking to interpret complex datasets accurately.
Demonstrated leadership capabilities with experience managing cross-functional teams and driving strategic projects forward.
Familiarity with organisational compliance standards related to data privacy and security. Qualifications
Professional Information Governance knowledge acquired through postgraduate level qualification or evidence of significant equivalent experience.
Further Professional qualifications in Information Governance in line with British Computing Society (BCS) Practitioner Qualifications in Data Protection.
Experience
An experienced Information Governance Professional Manager with extensive knowledge of the specialism of Data Protection, continuing professional development and from working in a large organisation in a Information Governance role or EPR/ EDMS implementation within the NHS.
Proven knowledge of fast changing digital solutions used to process data in the NHS
Extensive understanding of NHS policy on Information Governance.
Demonstrable experience of working with staff of all levels.
Extensive proven knowledge of Information Governance including but not limited to:
- Data Protection Act 2018
- GDPR 2018
- DoH Confidentiality Code of Practice
- Records Management Code of Practice 2023
Proficient proven knowledge of N365 Apps, Excel, Word and PowerPoint.
