The Estimator & Pre Construction Lead plays a key role in the early stages of refurbishment and building projects, ensuring that quality standards, cost accuracy, and pre-construction information are effectively managed. The role supports successful tender submissions, robust cost planning, and smooth project mobilisation by coordinating quality documentation, contractor pricing, and pre-construction file set-ups.
Key Responsibilities:
Pre-Construction & Tender Support
Prepare, review, and maintain pre-construction information (PCI) in line with project and regulatory obligations.
Set up and manage pre-construction project files, ensuring accurate, well-structured, and auditable documentation.
Quality Management
Ensure quality standards are embedded into pre-construction planning and effectively communicated to project teams.
Support the continuous improvement of quality documentation, systems, and processes
Costing, Estimating & Procurement Support
Collate, review, and analyse costs from contractors and suppliers, ensuring accuracy, clarity, and completeness.
Support the estimating team with pricing, take-offs, cost comparisons, and tender returns for refurbishment and building projects.
Assist with value engineering exercises and cost clarifications during the pre-construction phase.
Coordination & Communication
Liaise with internal teams, subcontractors, and suppliers to gather technical, quality, commercial, and programme information.
Attend site meetings with clients and project teams during pre-construction and early project stages.
Support bid reviews, tender submissions, and pre-construction meetings as required.
Ensure all information is issued accurately and on time to meet programme and tender deadlines.
Skills & Experience
Proven experience in pre-construction, estimating and commercial roles within refurbishment or construction projects.
Strong understanding of tender processes, quality questionnaires, and framework submissions.
Ability to interpret drawings, specifications, and scopes of work.
Strong working knowledge of Excel, including cost analysis and data management.
Ability to use project programming and planning tools to support pre-construction activities.
Good understanding of CDM regulations and pre-construction responsibilities.
Excellent organisational skills with a high level of attention to detail.
Confident communicator with the ability to work collaboratively across multidisciplinary teams.
Desirable
Knowledge of quality management systems (e.g. ISO-based frameworks).
Experience working on refurbishment, fit-out, or mixed-use building projects..
