About the role



The Facilities Manager is responsible for the effective, safe, and compliant management of the site's facilities and services, ensuring a high quality environment that supports staff, students, and visitors. The role ensures buildings, infrastructure, and services are well maintained, operationally efficient, and aligned with organisational standards, health and safety requirements, and sustainability objectives.

The Facilities Site Manager leads and coordinates site based facilities teams and contractors, proactively addressing issues, improving service delivery, and contributing to a positive, well run environment that enables the organisation to operate effectively.

Responsibilities



Take full responsibility for the day to day operation of the CATCH facility, ensuring high standards of Health, Safety, Environment and Quality (HSEQ) performance.

Remain up to date with all relevant H&S laws and regulations.

Lead and manage site infrastructure projects, ensuring they are delivered safely, on time, and within budget.

Drive continuous improvement across site including safety performance and service delivery.

Manage large contracts ensuring compliance and value for money.

Carry out and oversee risk assessments, safety inspections, and safety audits; monitor compliance and enforce site rules, procedures, and safe systems of work.

Engage positively with tenants and apprentices to promote effective safety management, including arranging and chairing regular tenants meetings.

Manage and continuously improve the site's planned maintenance programme to meet statutory, operational, and business requirements.

Oversee general site operations, including process plant activities, out of hours site security, emergency response, and incident management.

Maintain oversight of ISO 9001 requirements.

Support compliance with GDPR and information governance standards working alongside the Business Support Manager.

Develop, manage, and monitor site or facilities budgets.

Implement energy efficiency initiatives such as waste reduction, and sustainable building practices.

Provide accurate management information and operational intelligence to the CEO for Board reporting and decision making.

Work closely with the CEO to develop and implement business and site strategies, including policies, budgets, and operational plans.

Establish and maintain strong working relationships with customers, suppliers, industry partners, and relevant external bodies.

Lead & negotiate on tenants contracts and leases.

Lead and develop a small facilities team, ensuring effective planning and scheduling to meet customer and business needs, including allocating workloads, setting objectives and monitor performance.

The duties and responsibilities in this job description are not restrictive and the post holder may be required to undertake other duties from time to time. Any such duties should not however substantially change the general character of the post.

Qualifications and Experience



Essential



Proven experience managing facilities or operations in a multi functional site

Strong knowledge of Health & Safety, Environment & Quality legislation & compliance requirements

Experience leading and developing a small team of employees

Ability to manage contractors and supplier contracts

Strong organisational and project management skills including budgeting and resource allocation

Ability to carry out risk assessments, audits and inspections to enforce policies and procedures

Excellent communication and interpersonal skills, able to liaise with senior leaders, employees, suppliers and external stakeholders

Proven ability to respond to emergencies and manage out of hours incidents effectively

Competent in IT systems

Desirable



Experience overseeing ISO 9001 or other quality management systems.

Knowledge of GDPR and information governance in relation to site operations.

Experience with sustainability initiatives, energy efficiency, and environmental management.

Project management experience for refurbishments or new build facilities.

Formal facilities management qualification or relevant technical certification.

Ability to analyse operational data and produce management reports for senior leadership.

Knowledge of security systems, access control, and emergency response planning.

Work Environment



Work Demands - The post holder will be required to work to overall targets set by the Chief Executive and the CATCH Board of Directors.

Working Conditions - The post holder will be based at the CATCH Site.

The Facilities Manager will collaborate closely with the CEO and other key external and internal stakeholders.
