Shaw healthcare are recruiting a Facilities Manager based in Herefordshire, to deliver an all-encompassing Facilities Management (FM) service across a group of multi tenanted care facilities which are part contracted to the Local Authority.

up to 40k

OBJECTIVES




To deliver an all-encompassing Facilities Management (FM) service across a group of multi tenanted care facilities which are part contracted to the Local Authority.
To lead and manage the maintenance support team based across the following care services;
Ledbury Health Centre - which incorporates the Nursing Home, Market Lodge, Doctors Surgery, Physiotherapy and other Leased areas
Leadon Bank - which incorporates Orchard Place and Extra care flats and a cafe area
To provide support and assistance to the Senior Operations and Estates team across the region

Occasional attendance and provision of support to the following:


Orchard House
Waverly House
Froome Bank

PRINCIPAL DUTIES




To deliver the facilities management service in line with the requirements of any agreement with the local authority or stakeholder
To act as the interface between the care Service Manager, The Property Services Department and the various lease holders and clients across each care services
To line manage the team of Maintenance Operatives (Ledbury HC) ensuring that they undertake their duties diligently and in line with the requirements of any agreement
Monitor performance, timekeeping, lead, develop and mentor the staff Maintenance Operative team. Deal with HR issues as they arise (Ledbury HC)
Prepare, implement and manage a Schedule of Planned Maintenance for each care facility, which will include statutory servicing, cyclical and planned maintenance work
In collaboration with the Regional Building Surveyor carry out routine inspections and condition surveys in line with contractual requirements
Prepare schedules of work relative to inspections and condition surveys including specifications and assist the Regional Surveyor with tender and contract documentation where appropriate
Supervising onsite works, authorising payments and final accounts
Prepare and present quarterly reports on performance including compliance tasks and PMP progress
Participate in H&S audits in line with contractual requirements and organisational standards
Assist in the management of the Life cycle fund and prepare applications to access Life cycle funds and finance streams
Review all contractor service reports and action any remedial works identified therein
Review inspection reports received from Professionals and Statutory bodies including Health and Safety Executive, Fire Officers, Fire Risk Assessors, Environmental health Officers and the Care Quality Commission, action any remedial works identified therein
Lead the team and act as Responsible Person regards to the management of specific tasks, i.e, CDM Regulations, Control of Legionella and Fire Risk Management ensuring that all lease holders are consulted and notified of key findings
To act as the Authorised person in respect of the piped oxygen system at Ledbury Heath Centre
To manage the onsite parking agreement with Stakeholders and the external contractor
To manage and update the Business Continuity Plans and Out of Hours contractor list for each facility
Contribute in managing and overseeing Energy Efficiency Initiatives such as the Streamlined Energy Carbon Reporting (SECR) and the Energy Savings Opportunities scheme (ESOS)
Monitor and oversee the Maintenance Operative compliance task system (Zetasafe)
Any other duties as defined and required by the Regional Building Surveyor or Director of Property Management

Essential Criteria




Recognised qualification in Construction or Facilities Management
Minimum of 3-year post qualification experience
Experience in leading, motivating and supervising a team
Experience of running multiple projects across a geographical area
Sound knowledge of Health and Safety and Statutory compliance
Excellent IT skills including the ability to use Microsoft office and to produce reports and spreadsheets
Knowledge of Asset Management and CAFM systems
Driving licence and access to a car
Attend routine meetings in the Cardiff Head Office and occasionally stay away from home overnight

Desirable Criteria




Experience in working within the care sector
NEBOSH or IOSH Qualification
Experience in managing multi tenanted buildings
Experience and knowledge in the operation mechanical & electrical systems
