Brief Description
To provide dedicated operational leadership and support to the operations team, maintaining the highest level of incident response, safety and train performance and delivering an optimum service that meets the differing needs of the rail industry and passengers.

About the role (External)
Key Accountabilities
Lead and direct the designated signalling and operations teams, acting as a role model and mentor, implementing Network Rail policies professionally and efficiently and operating within a controllable Operational Expenditure (OPEX) budget and procurement rules, to develop a high performing team that delivers an optimum train service.
Direct the local operations resource to deliver the day-to-day train service including during times of perturbation and provide expert guidance into agreed contingency plans to facilitate the recovery of the asset and to maximise train performance.
Implement and comply with the relevant National Operating Procedures, the Rule Book, applicable elements of Occupational Health & Safety Management and the Safety Management Systems to deliver a safe and efficient railway.
Direct and support the on-site operational response to incidents and accidents through the coordination of both service and infrastructure recovery and support the implementation of contingency plans to maintain operational resilience.
Undertake initial investigations into operational incidents, including interviews and obtaining written reports where necessary, to capture perishable information that will inform full investigations.
Establish a robust safety culture through assuring the delivery of safety bulletins and relevant safety briefings to the operations team. Provide additional briefings to the operations team where required to maintain compliance with Network Rail standards and procedures.
Act as Person Responsible for Fire Safety (PRFS) and maintain relevant operational locations to associated Network Rail standards to maintain compliance.
Obtain operational competencies for designated locations as required and where competent to do so to provide operational support during times of high workload and/or in times of exceptional circumstances.
Establish effective relationships with relevant customers and stakeholders, internal and external including attending and/or chairing meetings with stakeholders as required to deliver an optimum service to our customers and passengers.
Specify, allocate and maintain operational vehicles and response equipment to maintain compliance with Network Rail safety regulations.
Essential
Ability to react to emergency situations safely and effectively in an operational environment
Ability to attain Level 1 investigation qualification, i.e. LIN qualification
Ability to lead, manage and develop people
Ability to attain rules and regulations level 2 and designated location competencies
Ability to gain appropriate assessor competence
Ability to attain relevant trackside competencies
Decision making skills, assertiveness
Understanding of customer needs and requirements
Planning and organisation skills
Hold full driving UK licence
Desirable
Understanding financial systems and budgets.
Commercial awareness
IT skills in relation to report writing, corporate IM packages
General understanding in business improvement processes
General understanding of railway industry structure and responsibility
Ability to engage in employee relation issues
Experience of investigatory skills (Root Cause Analysis)
Ability to attain Level 1 rules competency
