Proven track record in financial management, technical accounting, and strategic financial planning, preferably within a local authority or public sector environment * Strong expertise in capital strategy, treasury management, and risk/insurance frameworks * Excellent leadership and team management skills, with experience in developing high-performing finance teams * Demonstrable ability to deliver insightful financial analysis, business case development, and policy advice to senior stakeholders * Full professional accountancy qualification (e.g., CIPFA, ACA, ACCA, CIMA) and up-to-date knowledge of financial regulations and best practice
