Gas Network Manager




ESP's success will be dependent on the continued relationships that we have with both Contractors and Service Providers for the provision of Maintenance & Emergency Services and UIP's for the build out of networks under the asset adoption process.


In both instances the standard of the design, construction, and as-built asset records for the gas networks that ESP will ultimately own and manage is of paramount importance allied to class leading adoption service levels.


The Gas Network Manager will be committed to assuring processes, policies and procedures necessary for the safe, efficient, and compliant design, construction, operation, maintenance and integrity of gas distribution networks in accordance with ESP's standards, industry standards and legislation.


This role will assure the delivery of processes undertaken by direct reports, service providers and the wider Operations team to ensure that ESP adopts, operates, maintains, and responds to ensure it operates effective, safe and compliant gas distribution and gas metering assets.


The Gas Network Manager will assist with the management of compliance with Legislation, GSMR, IGEM, REC, other industry standards and ESP's own internal policies and standards relating to operational aspects of the gas business including compliance with the Gas Safety Cases and accreditations.

Role Purpose




The Gas Networks Manager's primary role is to ensure that ESP Policy and Procedures are effectively deployed to ensure compliance with requirements of the Gas Safety Case.


To ensure the activities specified in such documents are being undertaken by internal teams, service providers and UIP customers in compliance with ESP's technical and engineering policies and procedures through audit and process assurance.


Provide effective liaison with other internal ESP departments and service providers to support gas related enquiries and issues associated with the activities of ESP's gas networks for both planned and emergency works.


Ensure new gas assets are being designed, installed, tested and commissioned as fit for business purpose, complying with Industry/Regulatory and Legislative Standards and requirements.


The Gas Network Manager will support the ongoing validity of ESP's gas specific industry accreditations including those associated with the Gas Safety Case, Retail Energy Code and ISO55001 asset management standards.

Key Responsibilities



The following key responsibilities apply to the role: Lead a team of 3x technical specialists. Ensure compliance with both ESP gas and applicable utility agnostic policies, standards and specifications as appropriate. Undertake required audit and assurance activities on site works, service providers and operations processes including design, construction and records. Manage the emergency and fault response processes and contracts for gas emergencies and repairs ensuring standards of service are adhered to. Manage engagement and contractual relationships with Customer UIPs, Service Providers and Gas Distribution networks. Manage the performance and delivery of gas maintenance contracts in accordance with asset management and maintenance plans. Ensure compliance with the Safe Control of Operations (SCO) process through the Network Control team. Lead or assist with audit and inspection from key stakeholders for ESP accreditations including the HSE, LRQA (ISO) and REC. Reviews and update assigned operational policies, procedures and technical standards. Ensure that the requirements of the ESP Asset Management System and Health and Safety policy are implemented and complied with in relation to the role. Lead on the compliance of ESP's metering processes with the requirements of REC CoMCoP including documentation and assurance of required processes. Assist in the management and ongoing update of the Gas Safety Case and associated assurance activities. Provide gas technical support across the Operations team and to the wider ESP business. Provide training and coaching to internal staff to develop knowledge and competence across gas processes. Management and dissemination of KPI and performance reporting of the above areas of responsibility.

Key Skills



Demonstrate competence and experience in the management of gas distribution networks and metering across LP, MP and IP pressure tiers for the following areas, Operational Delivery and Fault Response, Design, Construction & Operation and Maintenance Experience of effectively leading teams in an Operational and/or Technical environment. Experience of technical policy and procedural writing and review. Comprehensive understanding of gas metering including regulatory requirements. SCO experience and qualifications would be desirable for this role. A recognised H&S qualification such as IOSH or NEBOSH would be desirable for this role. Knowledge of the gas Legislative, Regulatory and HSE Framework. Excellent verbal and written communications skills. Excellent relationship management skills. * Affiliation with a Professional Body (eg IGEM, iMechE)
