The Department for Business and Trade is driving sustainable export growth, playing a vital role in helping UK businesses access export opportunities in critical markets around the world. This is an exciting time to join, shape and develop a new trade capability for the UK government. As announced in the Export Strategy, the Department has established a new Government-to-Government (G2G) capability to ensure UK businesses have access to, and can capitalise on, opportunities from overseas governments. Government-to-Government arrangements are an exciting area of commercial diplomacy. G2Gs provide a mechanism to facilitate direct commercial outcomes and have been of interest to the UK government for a number of years. In summer 2022 DBT set up the Government Partnerships Unit (GPU) with a remit to act on behalf of Whitehall and explore G2G opportunities across sectors and all overseas regions. GPU is made up of two teams that work collaboratively together to deliver on industry, Ministerial, and No 10, aspirations: strategy and operations and a separate pursuit team, which focuses on specific projects and opportunities. This role sits at the heart of the team dedicated to G2G strategy and operations. The successful candidate will lead strategic engagement for the G2G team, supporting the pursuit and delivery of G2G relationships and projects in new and emerging markets, working closely with UK businesses to \xe2\x80\x98do what only government can do\xe2\x80\x99, building close relationships with senior members of UK industry and using our influence to secure opportunities for UK companies. The postholder will work with colleagues across government and the overseas network to drive decisions from a complex set of stakeholders and deliver partnerships of strong interest to Ministers, HM Trade Commissioners, Heads of Mission and other government departments. This will set the UK\xe2\x80\x99s approach to new types of commercial relationships, assessing and prioritising key partners, as well as driving forward the competitive agenda.

This is a dynamic, growing team and the role offers a unique opportunity to work at the leading edge of the UK\'s emerging G2G policy in a rapidly evolving international department. You will be responsible for facilitating the delivery of government-to-government agreements, driving continuous improvement and leading our marketing and communications. You will have one direct report, an HEO. The team is fun, friendly and supportive. This role would suit an experienced Grade 7 looking for a new challenge or an SEO who is ready for promotion with particularly strong skills in relevant areas and a commitment to develop the Department\xe2\x80\x99s approach to a complex area. Key responsibilities in this role will include:
  • Developing and implementing a strategic engagement plan to build relationships with Other Government Departments and the overseas network to ensure new G2Gs deliver a range of strategic objectives. Leading the team\xe2\x80\x99s relationship with industry routinely and through established fora to promote public-private partnerships and bring in companies where relevant to increase the UK\xe2\x80\x99s competitiveness for G2G.
  • Leading the team\xe2\x80\x99s governance approach \xe2\x80\x93 engaging with stakeholders both in the Department, and across government and the overseas network, to ensure they are consulted while still allowing timely decision making in a fast-moving environment.
  • Prioritising and driving continuous improvement and innovative thinking to ensure G2G operations can adapt and meet a range of client requirements to stay competitive in a global market.
  • Supporting and enabling the Pursuit team by pragmatically progressing approvals that will result in direct commercial outcomes for UK business. This will include engaging confidently with corporate functions in the department to allow for the timely consideration of opportunities.
  • Overseeing the communications and engagements of the G2G team, including marketing approach, press releases and knowledge sessions with the wider Whitehall network.

Essential:
  • Experience setting and driving engagement strategies to support the delivery of policy and/or programme objectives.
  • Project and / or programme management capability, including understanding of governance and assurance processes.
  • Excellent written and oral communication skills.
  • Experience of working with a diverse range of stakeholders.
  • Experience of successfully managing and delivering on multiple workstreams.
Desirable (but not essential):
  • Experience of working internationally.
  • Recognised Project / Programme Management or wider qualification.
  • Language skills (Spanish / French / Arabic).
