Job Description

As the Delivery Manager (Site Delivery) you will be responsible for site specific implementations. You will provide leadership to the site delivery team, working closely with the wider team to ensure the technical integration of GovPass along with the business change, communications and training. The main focus of the role will be to safely onboard new GovPass sites.
The GovPass Programme within the GPA is modernising Access Control Systems across HMG. Delivering a new UK government standard for card encryption improving building security and enabling greater interoperability through its innovative technology.
GovPass is operating across the UK in HMG Estate and in some of the most iconic buildings and departments, with an ambition to expand this further over the coming years.The GovPass Delivery Manager (Site Delivery) is an integral role in the operation of the GovPass Programme across the HMG Estate. You will have:

  • Strong stakeholder engagement skills
  • An ability to manage concurrent site deliveries (projects), ensuring stakeholders remain engaged in the process
  • An ability to troubleshoot and to build and maintain delivery momentum
  • An eye for standardisation and simplification
The person will be responsible for managing a number of concurrent site deliveries collaborating with wider service colleagues. Key Responsibilities :
  • Managing and leading a team | providing leadership and direction to the site delivery team.
  • Process development and management| ability to identify, challenge and refine complex processes to ensure simple, impactful solutions are defined and implemented.
  • Planning and Delivery |plan and deliver the GovPass site implementations across both the GPA and wider HMG.

We are looking for a Delivery Manager who has:
  • Strong management and communication skills, comfortable leading site delivery teams
  • Customer focused and organised with an ability to rapidly analyse complex problems and find solutions
  • Resilient, adaptable and comfortable working in a fast paced and evolving environment
  • Driven and focused to deliver within the public sector with an emphasis on value for money
  • Collaborative and inclusive ways of working and can build trust across diverse teams and stakeholders
  • Skillfully negotiating optimal outcomes with diverse stakeholder groups
  • Managing, mentoring and guiding stakeholders through the site delivery process
Experience and Technical Skills: Essential criteria:
  • Experience in a programme/project delivery role coordinating and managing complex deliveries
  • Ability to communicate technical solutions to non technical stakeholders, managing expectations and moderating complex discussions
  • History of managing and setting budgets and ensuring value for money
  • Demonstrable evidence of analysing complex problems and creating solutions
Qualifications and Accreditations:Essential criteria:
  • Formal project management qualification (eg Prince2, APMG) or a willingness to obtain certification within 12 months of taking up post
Desirable criteria:
  • Experience working within Government services
  • Basic knowledge of cloud technologies

  • A salary of 41,055 to 44,415
  • 28.9% Civil Service Pension
