Job description




The Information Services Division (ISD) supports and delivers

a range of efficient, resilient, innovative and secure digital

services to enable COPFS to deliver its core services.



As the Head of Enterprise Applications Development, you will

be responsible for designing, building, implementing, and

supporting a diverse portfolio of case management and

corporate digital applications and information management

systems.



You will lead a talented team of developers and work closely

with stakeholders to optimise, consolidate, and continuously

improve our application estate.



SCOPE OF THE ROLE



o Supervise and manage both our internal software

development team and external contractors.

o Provide strategic direction and supervision of all software

development activities, ensuring alignment with our Digital

Transformation Programme, Criminal Justice

Recover/Renew/Transform Programme and Justice Digital

Transformation funded projects.

o Advise on and deploy appropriate software development

methods, governance, and compliance measures to

maintain the highest standards.

o Establish development standards and processes that

ensure the delivery of high-quality digital applications and

information systems.



ROLE SPECIFIC DUTIES



o Work collaboratively with other heads of departments to

create and deliver COPFS' digital applications and web

solutions.

o Coordinate and manage all aspects of the software

development effort to deliver ISD's Portfolio priorities and

contribute to solutions analysis and planning.

o Creating or approving high-level technical software

designs for new solutions.

o Lead the development of systems and services, justifying

and communicating technology decisions across all digital

projects.

Person specification




This opportunity will suit candidates with a background in software development, who have the ability to lead technical teams

through a programme of Digital Transformation. You should have a sound understanding of software development in a highly

regulated environment with exposure to sensitive data and delivering software security compliance assessment tools and

methodologies such as OWASP, NCSC, threat modelling and vulnerability management.





Please note applicants must be able to demonstrate the below essential criteria:



o Experience of leading, managing, motivating and developing a technical team of software developers, suppliers, and

partners.

o Knowledge and experience of implementing standards and quality assurance in delivering software solutions

o Ability to plan, prioritise and manage resources pragmatically across a complex portfolio of programmes and projects to

meet agreed deadlines

o Ability to maintain and develop good technical knowledge of IT innovations and strategic technical direction

o Creating and maintaining development standards and ensuring their application.

Development targeting Microsoft Azure cloud platform and modern authentication methods Strong understanding of the full life cycle of software development gained from previous employment in a software development environment or major software implementation project
