As a member of the SCQF Partnership's Leadership Team, the post holder will work collaboratively with the Heads of Operations and Pathways Policy to deliver the organisation's strategic plan outcomes. This role will lead on maintaining and continuously improving the quality and integrity of the SCQF and evolving its use and relevance to meet the needs of Scotland's learners, communities and the economy, promoting our expertise in transnational forums. The role will direct the quality assurance of and support for Credit Rating Bodies (CRBs), working with our Quality Assurance partners and taking a collaborative and innovative approach to driving efficiency and effectiveness of delivery.

Roles and responsibilities



The postholder will:

Support the Chief Executive in implementing the Partnership's strategy, holding direct accountability for the delivery and performance reporting of one of three core strategic pillars. Represent and advocate for the SCQF at national forums including the Apprenticeship Approvals Group, Joint Articulation Group for colleges and universities and the UK and Ireland Qualifications Frameworks Group. Manage a small quality review team, contracting external reviewers to support our CRB monitoring and review work where appropriate. Lead SCQFP's participation in the delivery of QAA's Tertiary Quality Enhancement Review method through the delivery of expert opinion on tertiary institutions' credit rating activity. Manage, develop and implement SCQF policies, procedures and guidance relating to the SCQF Principles, Quality Assurance Model for Approved CRBs and credit rating activity. Review our established quality assurance processes, where necessary modifying and improving our practice to encourage increased, robust credit rating onto the SCQF. Lead the increased use of digital technologies to enhance the efficiency and effectiveness of robust quality assurance and monitoring processes. Report to the SCQFP's Board and Quality Committee on performance and delivery. Manage the development and delivery of capacity building training and support to credit rating bodies and organisations considering credit rating. Maintain and further develop the quality and content of the information held on the SCQF Register and its appropriate use to support a relevant and responsive education and skills system. Support the CEO in both creating bespoke programmes which generate revenue for the SCQFP on Framework development and implementation in the UK, Europe and internationally. Embed external feedback mechanisms within all delivery, seeking stakeholder feedback, co-design and data analysis to inform improvement. Provide leadership on promoting good practice in credit rating activity and the operating Principles of the SCQF through advice to Scottish Government and its stakeholders and external speaking engagements. Work across SCQFP's three teams, responding flexibly to the priorities of our small organisation as new priorities emerge. Person specification



The role would suit a person with SCQF level 10 qualification or equivalent skills and experience.



Essential criteria



The postholder will:

Evidence a high level of competency in developing and improving quality assurance standards, policies and processes along with associated guidance within the education, training or skills sectors. Demonstrate an aptitude for writing and interpreting technical processes and detail, whilst having an ability to communicate this in accessible ways to very different audiences. Possess detailed knowledge and experience of at least one aspect of the lifelong learning sector. Evidence commitment to our values of enabling, collaborating, integrity and respect through their working life. Be experienced in data analysis to inform service/process improvements, adopting evidence and risk-based approaches that embrace innovation and efficiencies. Demonstrate an ability to see the big picture within a complex policy environment. Have excellent communication skills, both written and verbal including presenting to a variety of external audiences. Have strong influencing and motivational skills. Be an innovative thinker, with an enthusiasm for harnessing new digital technologies. Have experience of programme and performance management, review and reporting. Be committed to professional development and continuous improvement, with an open self-reflective approach to giving and receiving feedback. Possess personal resilience and change management skills, including a structured approach to workload, supporting your team to balance competing priorities.

Desirable criteria



Demonstrate detailed knowledge of the SCQF credit rating process in Scotland. Have previous experience of managing budgets.
