We're recruiting a Head of Electricity Distribution Costs to lead the cost assessment for the next electricity distribution price control (ED3). This is a key programme that will shape how Britain's electricity networks evolve to meet the demands of a decarbonised, secure and affordable energy system.
This high-profile role provides the opportunity to help reshape Ofgem's network regulation to support a transformational expansion in Britain's energy infrastructure. It will help achieve greater affordability, security of supply and a decarbonised electricity system, while continuing to protect consumers by keeping the overall costs of the net zero transition low.
You'll lead the development and application of Ofgem's cost assessment toolkit, managing a team of analysts and economists to assess electricity distribution network companies' business plans. Your work will directly inform the sector methodology and the draft and final determinations that underpin ED3, ensuring proposed costs are efficient and evidence-based.
We're looking for someone with strong experience in regulatory economics, cost modelling and stakeholder engagement. You'll work across Ofgem and with external partners including network companies, government departments and consumer groups to ensure our approach is transparent and aligned with long-term policy goals.

Job description
Key Responsibilities:
Delivery of set of team deliverables
, that utilise your expertise to ensure successful outcomes across team members and collaborating teams
Lead on the cost modelling approach for the next electricity distribution price control (ED3), including identifying and developing effective solutions to identify and justify suitable benchmarks across all companies and networks, address significant regulatory and/or commercial issues and potential challenges.
Provide visible and effective leadership to a team of analysts, leading the project management in the team and representing Ofgem at relevant industry events, seminars and working groups.
Provide oral and written briefings to Networks' and Ofgem's boards and committees on key issues, working closely with policy, regulatory finance and legal colleagues.
Liaise with network companies on a regular basis to help refine and develop our approach.
Provide clear and transparent work objectives, milestones and success metrics in your area of expertise to oversee and co-ordinate successful team outcomes.
Collaborate closely with other teams to manage interdependencies, risks and resourcing to support portfolio delivery.
Demonstrate effective diversity and inclusive team management within their team and the wider organisation.
Where required, be jointly responsible with staff managers on welfare and pastoral care of team colleagues.
Key Skills & Capabilities Required:
Supporting team managers in agreeing, managing and delivering budget and resource requirements.

Highly confident with Excel to manage large datasets and to present analysis in appropriate and clear formats.
Experience of econometric modelling, for example using STATA is desirable, but is not essential.
Key Outputs and Deliverables
Deliver the cost assessment toolkit for electricity distribution network companies and apply it to formulate robust recommendations on the level of efficient costs for the sector
Develops and tests a robust cost assessment toolkit for electricity distribution network companies - working with external stakeholders. This will involve proposing a decision on the sector methodology in 2026.
Effectively leads a team to conduct cost assessment of electricity network companies' business plan. This will involve proposing Draft and Final Determinations in Summer/Winter 2026.
Leads production and presentation of key documents including board papers, consultations and briefings related to cost assessment.
Collaborates closely with wider price control team managers to manage interdependencies, risks and resourcing to support portfolio delivery.
Supports corporate objective to develop inclusive team resourcing and staff onboarding.
Support the development of a high-performing team based on effective resource management, ongoing support and professional development
Provides expert guidance to help team members deliver, by building supportive, inclusive team environment based on trust-based relationships, transparency and inclusivity.
Takes ownership for own continued expert development and other team members' professional development relating to the role by:

Person specification
Experience in the application of regulatory economics and applying cost assessment techniques in practice.
Excellent analytical skills, with demonstrated ability to think critically, validate and analyse complex data, and to challenge and sense check results.
Excellent communication and negotiation skills, with the ability to communicate technical information clearly and concisely and to work collaboratively to solve problems.
Extensive experience working collaboratively with diverse colleagues.
Strong project management skills to successfully deliver a programme of work in challenging timescales with minimal supervision. (Team Head role)
