Purpose of the Position

To support the engineering function across the Business Unit, providing strategic, technical, and governance leadership across all engineering disciplines.


The Head of Engineering is responsible for ensuring the safe, compliant, and efficient delivery of permanent and temporary works design across all projects. This includes accountability for engineering assurance, supporting resource development, innovation, and alignment with client, legislative, and business expectations.

Key Responsibilities and Duties

1. Strategic and Technical Leadership



Define and implement the engineering strategy for the Business Unit, aligned to Omexom's goals and operational delivery. Act as the senior engineering authority for all permanent and temporary works across the project portfolio.

2. Functional Oversight



Provide leadership to discipline heads and engineering managers covering civil, electrical, mechanical, digital engineering, and temporary works. Manage the interface between design, construction, and delivery functions to ensure engineering integration.

3. Temporary Works Management



Oversee governance of the Business Unit's Temporary Works activities, ensuring appropriate design, approval, and coordination processes are in place. Appoint and support Temporary Works Coordinators (TWCs) and Temporary Works Designers, ensuring compliance with BS 5975 and industry best practice. Ensure temporary works are effectively integrated into construction methodologies, risk assessments, and programme planning.

4. Quality and Assurance



Maintain a robust engineering assurance process, including technical checks, peer reviews, and audits across both temporary and permanent works. Ensure compliance with relevant regulations, standards, and internal procedures (e.g. CDM 2015, ISO 9001, BS/EN/IEC standards).

5. Innovation and Digital Engineering



Champion the use of digital tools, modern methods of construction, and BIM processes in line with ISO 19650. Encourage innovation and continuous improvement across engineering teams and projects.

6. Resourcing and Capability Development



Lead the development, recruitment, and succession planning of engineering staff across all levels and disciplines. Promote a culture of competence, collaboration, and technical excellence, including development of early-career professionals.

7. Commercial and Delivery Support



Provide engineering input during tendering, work-winning, and delivery phases, including technical risk reviews and design contributions. Monitor engineering progress and performance, ensuring alignment with cost, quality, and programme requirements.

8. Stakeholder Engagement



Represent engineering in client engagements, industry bodies, technical forums, and internal management reviews. Work closely with SHEQ, construction, planning, procurement, and commercial teams to ensure integrated project delivery.

Person Specification

Essential Qualifications and Experience



Degree in a relevant engineering discipline (e.g. Civil, Structural, Electrical, or Mechanical). Chartered Engineer (CEng) status with a recognised institution (e.g. ICE, IStructE, IET). Extensive experience leading multidisciplinary engineering teams on major infrastructure or energy projects. Strong understanding of engineering management, design assurance, and delivery integration. Demonstrable experience in the governance and management of Temporary Works, including working with BS 5975. Proven track record in delivering technically complex solutions across both design and construction phases.

Desirable Attributes



Formal Temporary Works Coordinator (TWC) or Temporary Works Supervisor (TWS) training and experience. Familiarity with NEC3/4 contracts and engineering responsibilities under contract conditions. Knowledge of modern methods of construction. * Experience with digital design tools, BIM environments, and CDE platforms.
