About the team
The City of London Police is the designated National Lead Force for fraud and cybercrime and is responsible for the national fraud and cybercrime reporting service. The City of London Police's mission is to protect the public by preventing and disrupting fraud and cybercrime through capable, coordinated and effective policing. This includes the responsibility for:
Setting the national fraud policing strategy.
Leading and coordinating the police service response to fraud.
Co-ordinating national fraud reporting through Report Fraud.* Triage and allocation of fraud cases and intelligence across national policing and law enforcement.
Investigating nationally significant, serious, and complex fraud.
Leading and coordinating victim care.
Developing the police service workforce including training, continuous professional development, and dissemination of good practice.
Collating, interpreting and reporting national fraud policing performance.
About the role
The post holder will lead a group of operational functions that collectively form the initial stages of the new Report Fraud service.
The post holder will be responsible for the day-to-day oversight of information collection (Reporting Services); intelligence assessment and analysis (Intelligence Services); and victim safeguarding (Victim Services). These functions represent the first stages National Decision-Making Model (NDM) which underpins the Report Fraud service.
In discharging these responsibilities, the post holder will ensure compliance with all statutory legislation, Approved Professional Practice (APP) and nationally recognised guidance. The post holder will also oversee processes that ensure the creation of high-quality insight products to support Report Fraud's operational outputs, whilst also embedding a culture within the organisation of continuous improvement to ensure that the City of London Police can provide victims, partners and the general public with the highest level of service.
Responsibilities
To support the Head of Report Fraud Operations in delivering a high-quality end-to-end service that puts the needs of victims at the heart of all decision making and outputs.
To oversee and direct Reporting Services, ensuring the function meets performance requirements - and is compliant with all statutory legislation, Approved Professional Practice and national guidance.
To oversee and direct Intelligence Services, ensuring the function meets performance requirements - and is compliant with all statutory legislation, Approved Professional Practice and national guidance.
To oversee and direct Victim Services ensuring, the function meets performance requirements and is compliant with all statutory legislation, Approved Professional Practice and national guidance.
To forge and manage partnerships with outsourced service delivery, whilst reporting performance into the Report Fraudproduct and supply chain. The candidate must be able to prepare high quality written and verbal reports to inform governance forums and external inspections.
To deputise for the Head of Report Fraud Operations at key meetings and governance forums. This will involve acting as one of the City of London Police's cadre of spokespersons for the Report Fraudservice, providing media and communications support where necessary.
To establish and maintain relationships with partner organisations and ensure these enhance the Report Fraud's strategic objectives and deliverables. The candidate must also be prepared to support activities to underpin the continuous improvement of the Report Fraudservice and to take personal responsibility for continuous professional development and be open to change.

Requirements
For this role, we need you to have experience of:
The postholder must have an analytical mindset with the ability to strategically and operationally solve problems and implement solutions and contingencies. This will include experience in managing risk, with a track record in making dynamic decisions in line with the National Decision-Making model (NDM). The postholder will have experiences in safeguarding, ideally within the policing context, public sector or third sector.
Experience of managing information collection within the policing / law enforcement context and experience of intelligence assessment and analysis.
A track record in managing large and complex projects in line with corporate objectives and a track record in managing a large budget with competing demands.
To be an effective communicator with extensive experience in communicating at a senior level on strategic and operational matters. This will include experience in media communications as well as being able to brief local and national government.
Strong leadership skills with capabilities including communicating a shared vision, motivation, recognition, and acting as a role model who can celebrate success across the teams and the wider policing community. The post holder must also be able to create an empowered team environment whereby all individuals feel included and inspired.
The ability to problem solve and produce innovative solutions on a range of key strategic and corporate matters.
Be able to network effectively, negotiate well and influence people.
To be fully computer literate with working knowledge of MS office.
Desirable:
Due to the unique nature of this job, we welcome applicants who have experience in working in customer services. We would also welcome a broad scope of applicants who have directly worked in the financial services sector and may have also worked with law enforcement and third sector roles.
To have previous experience working in project management or to possess project management qualifications.

Selection Process
As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.
The application and interview will be tested under Level 3 of the College of Policing Competency and Values Framework.
Applicants who fail to address the skills/knowledge/experience of the job description will not be considered.
