Are you ready to lead learning and development at the heart of Scotland's criminal justice system? COPFS is seeking a strategic and inspiring Head of Learning and Development to shape the future of professional growth across the organisation.
Reporting to the People Director, you will work closely with senior leaders, including the Crown Agent and Chief Executive, Chief Operating Officer, and Legal Directors, to ensure our people have the skills, knowledge and behaviours needed to thrive in a fast-changing legal and societal landscape.

Job description
You will lead a team of around 30 professionals who design and deliver a wide range of learning programmes. These include legal learning, leadership and management development, corporate and technical training, vocational qualifications, and our Law Society of Scotland Traineeship programme. Based at The Scottish Prosecution College in Legal House, Glasgow, your team will deliver both in-person and online learning experiences that support COPFS priorities and values.
You will manage a significant budget and oversee supplier contracts, ensuring value for money and compliance with commercial standards. Working closely with our digital leads, you will help enhance learning through technology, making it more accessible, timely and relevant.
This is a highly visible role where you will influence internal and external stakeholders, positioning COPFS as a leader in skills development and career progression across the justice sector. You will drive a strong culture of accountability for learning at every level, helping our workforce stay agile and future-ready.

Person specification
Professional expertise: Proven track record in delivering successful learning and development provision within a service organisation undertaking a period of organisational change. Professional qualification in Learning and Development or related subject and professional accreditation or certification: Chartered Member of CIPD or similar
Communication, Relationship Management and Influence: Track record of effectively communicating with and securing the confidence of senior colleagues and stakeholders. You will be comfortable working with senior lawyers and other senior corporate services professionals to influence decision-making and position learning and development activity as an essential component of business planning and delivery.
Strategic Leadership and Decision-Making: A highly organised decision maker, effective in fast-paced environments and under pressure. A compassionate leader who motivates and inspires teams in complex organisations. You will be comfortable collaborating with peers and teams to shape strategic vision and plans, resolving challenges logically and creatively.Results driven: Delivers against challenging commitments with flexibility, responsiveness, and creativity. Adapts quickly to change, ensuring momentum and high standards throughout projects while empowering team to deliver effectively.
