We're not looking for a safe pair of hands. We're looking for someone
smart, sharp, and relentlessly effective
-- someone who can rebuild our People function from the ground up and help take Penrose into its next phase of growth.
This is a
full-stack role
. You'll own hiring, manager capability, performance, people ops, and more -- designing and executing robust, scalable systems that work in the real world. You'll need to deliver from day one -- and then grow into a strategic leader as you build a high-performing People function around you.
You'll be working directly with our senior leadership and have the remit to
make change -- and the expectation to deliver it.
Read the full spec
###
What you'll do
Build a high-performance People engine that supports real delivery -- not just policy
Lead hiring end to end across clinical, ops, and HQ -- focused on quality at pace
Reset how we do performance, feedback, and accountability -- data-driven and scalable
Train first-time managers and embed better leadership across teams
Handle ER cleanly, keep us compliant, and reduce noise across the org
Own our People strategy -- org design, succession planning, reward, tools, and structure
Be a stabilising force: bring order, velocity, and visible progress
You don't just make plans -- you get results. Within 3-6 months, you'll be improving hiring speed and quality, cleaning up broken systems, and building trust by executing day to day. Within 12 months, we expect to see a new People system live and delivering outcomes: stronger delivery, better retention, clearer performance.###
Who you are
A
builder
, not a background operator -- you've delivered real systems, not just advised from the sidelines
Strong
commercial instincts --
you prioritise business outcomes, not process or policy, and you don't confuse thoughtful risk-taking with playing it safe
Hands-on and unafraid to get stuck in -- an executor, not just a people manager or boardroom talker.
Organised and detail-driven -- your systems don't drift, and your docs are audit-ready
Emotionally intelligent, but not afraid of hard conversations - you don't confuse being nice with getting business outcomes
Strong HR knowledge (esp. ER, performance, UK law) -- but flexible and pragmatic
You bias to action, own problems, and never settle for "good enough"
CIPD and NHS experience are welcome -- but real-world delivery is what we hire for
A policy writer, a committee-seeker, or a defender of "how things are"
A career HRBP who's never had to fix messy systems or hold the line
Someone who mistakes sentiment for strategy or comfort for care
###
