Project Overview:
The Project is the expansion of an existing process facility located on a Nuclear site in Capenhurst, Cheshire (UK). The facility is being expanded in response to changing market dynamics and will provide a major component of UK's nuclear energy security strategy. The Project scope includes the planning of Front End Engineering Design (FEED), design optioneering, production of a concept design and delivery of a FEED. Subject to successful completion of FEED, there is the potential for a follow-on EPCM contract to be awarded. The project will be executed with a consultant organisation who are experienced in the design and management of risk, safety cases and permissioning of UK Nuclear facilities. The design consultant and shared project office is located in Warrington, Cheshire (UK). The role will primarily be based at the project office however travel to the project site location (Capenhurst) will also be required. Flexibility in work location includes a minimum of three days per working from the project office.
Candidates will have or must be able to obtain an SC security clearance.
Job Summary:
In this role, you will lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs. You will assist functional leads to ensure requirements are properly integrated and be responsible for overall project ES&H execution. Your leadership will help achieve ES&H performance expectations, compliance, and continuous improvement.
Major Responsibilities:
Reports to the Project Director
Provides support and guidance to ES&H Team members/ or as part of an integrated team
Actively participates in the behavioural based safety programmes.
Actively engages with Project Manager, Customer, GBU Management regarding programme development, strengths, weaknesses and opportunities for improvement.
Actively engages in the project ES&H Leadership programme, consisting of Walkdowns, Inspections, ES&H Touchpoints, Inspections and craft engagement sessions.
Responsible for execution of the safety component of an ESH Program inclusive of technical and administrative aspects on a large-scale or complex project.
Prepares and implements Safety and Health Management Plans, Construction Phase Plans (CPP's) associated plans and procedures, and training programmes as required.
Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups involving significant safety and health issues, risks, and techniques to reduce adverse impacts on complex projects.
Provides subject matter expertise on safety and health requirements and their integration in proposals, planning documents, evaluation of risk assessment, and ESH programme execution as part of the scope and requirements on the Urenco project.
Researches highly complex issues and regulatory requirements, performs studies and risk assessments, and prepares documentation and reports as required.
Provides direction and expertise for safety studies, risk assessments, and program reviews and audits.
Advises on emergency preparedness and performs significant incident investigations.
Interfaces and communicates with internal and external stakeholders, providing expert assistance in issue resolution.
Support Global Business Unit (GBU) Audits assessments including BESH and external compliance audits within the organisations ISO45001 ISO14001 compliance programme.
Leads meetings and provides expert guidance with customers, team members, subcontractors, and other stakeholders as part of the Safety Leadership programme.
Conducts ESH inspections and monitoring to evaluate performance, controls and corrective actions, and compliance with contract, regulatory, project, and Bechtel requirements.
Analyzes data and prepares data summaries, performance reports, technical reports, and presentations
Advises on communications and training materials using diverse methods and media
Provides support for Health professionals where qualified as a Mental Health First Aider or Health and Wellbeing Champion.
Establishes operational objectives and work plans, and delegates assignments to Subordinates.
Objectives reviewed by senior managers to ensure success of operations.
Participates in the development, modification, and execution of company policies that affect immediate operations and may also have company-wide effects.
Provides oversight and support along with Project Manager/Functional Manager for the recruitment of H&S resources.
Education and Experience Requirements:
Bachelor's degree, Nebosh Diploma or similar qualification, 10-15 years' experience with preference in nuclear sector.
Required Knowledge, Skills, and Abilities:
Experience in the development, modification, and execution of company policies
Ability to analyse data, prepares data summaries, performance reports, technical reports, and presentations
Ability to, and experience of researching highly complex issues and regulatory requirements, performing studies and risk assessments; and preparing documentation and reports as required
