Trusted by housing providers across the UK, we combine technical expertise with a strong social purpose.
As we continue to expand, we are committed to embedding health, safety, and quality at every level of our operations. This is a fantastic opportunity for a dedicated Health & Safety Officer to lead this important area and help shape the function for the future.
The Opportunity
We are seeking an experienced and proactive Health & Safety Officer to join our team and take ownership of our health, safety, and quality control processes. This is a dynamic role that offers the chance to shape, implement and continuously improve the H&S framework across a growing and purpose-driven business.
Working closely with our operational teams and senior leadership, you'll lead on H&S compliance, training, inspections, and quality control -- helping to ensure we deliver safe, compliant, and high-quality work for our clients and their residents.
Key to your success in this role will be your ability to link regulatory health and safety requirements with practical, operational delivery on the ground. You'll need to engage confidently with senior leaders, managers, and field engineers, ensuring that a safety first culture and compliance is not only maintained but fully embedded into day-to-day working practices across the business.
Key Responsibilities
Health & Safety Duties:
Develop, implement, and maintain health and safety policies, procedures, and risk controls
Create and review Risk Assessments and Method Statements (RAMS) for all areas of operation
Conduct regular site inspections, audits, and accident investigations
Create and deliver toolbox talks, induction training, and ongoing H&S education for field and office staff
Ensure compliance with CDM regulations, relevant H&S legislation, and client-specific requirements
Act as a point of contact for H&S issues, near misses, and incidents -- leading investigations and corrective actions
Monitor and report on H&S KPIs and performance metrics for internal and client use
Maintain H&S registers, training records, and documentation in line with ISO standards and good practice
Support subcontractor compliance and vetting processes
Liaise with external consultants, accreditors and clients on all matters related to health and safety
Quality Control Duties:
Carry out post-inspections of completed works to ensure quality, compliance, and client satisfaction
Work with operational teams to address snags, reworks, or service failings
Identify trends and recommend improvements in working practices, documentation, or training
Contribute to internal quality audits and help maintain accreditations (e.g. ISO 9001, CHAS, SafeContractor)
Support a culture of continuous improvement and accountability across teams
What We Offer
Competitive salary: 38,000 - 48,000, depending on experience
Company vehicle
21 days' holiday + bank holidays (increasing with service)
The opportunity to shape and grow a business-critical function with real autonomy
Pension scheme
Laptop, phone, and necessary equipment
Support for professional development and training (e.g. NEBOSH, ISO Lead Auditor)
Collaborative and supportive team environment
Training & Development
At Pioneer Site Services, we don't just tick boxes -- we build a culture of learning and continuous improvement. You'll receive support for your professional growth, including external training, mentoring, and the opportunity to work with senior leaders to drive change.
This is a chance to truly make your mark by developing a health, safety and quality function that supports operational excellence, drives accountability, and reflects the values we stand for as a business.
About You
We're looking for a hands-on, confident health and safety professional with the ability to engage others, drive positive change, and maintain high standards of quality and compliance across a diverse field-based operation.
You should also bring the desire and ambition to shape and grow the health, safety and quality function -- with a proactive mindset and a genuine interest in building robust systems that support both operational delivery and continuous improvement. This role offers the opportunity to influence company culture and strategy, so we're looking for someone who's ready to take ownership and lead by example.
Essential Requirements:
NEBOSH General Certificate (or equivalent)
Proven experience in a H&S role in construction, housing, maintenance or compliance services
Working knowledge of relevant H&S legislation, CDM, and ISO standards
Experience writing and reviewing RAMS
Strong communication and presentation skills
Good IT and report-writing skills
Full UK driving licence
Desirable:
Experience delivering H&S training/toolbox talks
ISO 9001, 14001 or 45001 awareness or internal auditor training
Familiarity with quality control or post-inspection processes
Experience working with social housing clients or in resident-occupied properties
Understanding of fire safety, electrical compliance, or damp and mould works (advantageous but not essential)
Additional Information
This is a hybrid role with a strong field-based presence. You'll be expected to regularly attend sites across London and the South East (including Brighton), with flexibility to work from home or the office for planning and reporting.
