Job summary




The strategic road network (SRN) in England (the motorways and main A-roads) is critical for growth, commerce and leisure. The SRN is managed, operated and enhanced by National Highways, a government-owned company. The Office of Rail and Road's Highways Team makes sure that the company efficiently delivers better, safer roads and smoother journeys on behalf of road users, taxpayers and communities.#

Job description




The analyst position in the ORR's Highways Monitor team is an exciting opportunity to be at the heart of a small, agile, expert team that delivers at pace across a range of policy, economics, safety, performance and capital delivery areas.

We are looking for someone with a range of skills and experience to support our work monitoring, challenging and reporting on National Highways' performance. Your decisions could influence a company responsible for 24 billion of investment and affecting millions of daily journeys.


You will develop knowledge of performance areas and work closely with other members of the team when supporting larger cross-team pieces of work. You will gain experience pushing National Highways on delivering its targets and play a key role in producing and publishing our annual assessment of National Highways' performance in Parliament. You will also help shape how we publish data in the future by managing and developing online performance dashboards.


Ideally you will be a self-starter, who has the ambition to be proactive and develop the role; with a track record of getting things done, improving processes and innovating.

At ORR, our hybrid working means that we currently work from our workplace location a minimum of 40% of our working week, although requirements to attend other offsite locations for official business, also count towards this level of attendance. Working arrangements are subject to continuous review.

Strong analytical skills, including the ability to independently construct and implement forms of analysis for specific tasks, for example to support decision making or to address challenges on policy proposals. Advanced use of Excel, PowerBI or other analytical software to support the production and publication of high-quality outputs and briefing, suitable for a range of audiences including senior decision makers and non-specialists.
