Purpose of the Role:
To lead and manage Hitchin BID, ensuring the successful delivery of the 2024-2029 Business Plan. The Town Centre Manager will represent the interests of over 600 BID businesses, acting as a key ambassador for the town. This role combines high-level strategic leadership with hands-on operational management to enhance the prosperity, vibrancy, and investment across Hitchin's BID district, strengthening its commercial vitality and community engagement
Key Responsibilities:
Leadership and Strategic Oversight
Lead the delivery of the 2024-2029 BID Business Plan.
Manage the BID renewal process leading up to March 2029.
Ensure smooth daily operations and strong strategic alignment.
Maintain high approval ratings from over 600 member businesses.
Manage complex political and operational challenges effectively.
Work closely with the Board to gain approval for major decisions.
Team and Operations Management
Manage the senior team including recruitment, rota, and HR oversight.
Conduct regular one-to-one meetings and performance reviews.
Ensure accurate use of HR and accounting systems.
Manage company cash flow, levy income and financial solvency.
Deliver required surplus as agreed by the Board.
Finance and Administration
Oversee financial systems and budgets, including events and The Visit Hitchin Shop.
Ensure all financial processes, reporting and expenditure are compliant and monitored.
Secure and manage grants for town improvement projects.
Business Engagement and Stakeholder Relations
Liaise regularly with all 600+ BID businesses.
Chair PubWatch monthly meetings and manage ShopWatch and Licensed Venues WhatsApp groups.
Represent the business community on public bodies and key partnerships (e.g. police, highways, Churchgate development, Hitchin Market Board).
Collaborate with North Herts Council, Herts County Council and economic development officers.
Marketing, Events, and Communications
Oversee social media platforms and visithitchin.com.
Ensure consistent and engaging digital content.
Manage and approve an annual events programme and associated budgets.
Oversee The Visit Hitchin Shop to maintain profitability and refresh stock.
Town Centre Management
Ensure high-quality floral displays and Christmas lights installation.
Oversee the delivery and performance of the recycling service.
Work with landlords to improve long-term vacant units and attract new businesses.
Coordinate with police on crime prevention and antisocial behaviour.
Skills, Knowledge, and Experience:
Essential
Strong leadership and management experience.
Proven project management and strategic delivery skills.
Excellent communication, negotiation, and networking abilities.
Experience working with a wide range of stakeholders in public and private sectors.
Sound financial management and budgetary control experience.
Strong organisational and problem-solving skills.
Understanding of town centre economics and stakeholder needs.
Ability to manage political and strategic complexities within business communities.
IT literacy including databases and accounting software.
Desirable
Experience in BID or place management.
Knowledge of Hitchin and surrounding areas.
Understanding of consumer marketing and public relations.
Experience with social media strategy and web content management.
Industry-relevant qualifications.
